    Position Summary:

    The Control Systems MILCON Analyst provides support to the Army customer on Military Construction (MILCON), Sustainment, Restoration, Modernization (SRM), Energy Savings Performance Contracts (ESPC), and Utility Energy Service Contracts (UESC) (hereinafter referred to as MILCON), focusing on Information Technology/Operational Technology (IT/OT) requirements, cybersecurity, system hardening, and infrastructure integration. This position is embedded within a collaborative, high-tempo team responsible for advancing Army programs through structured coordination, detailed documentation, analytical support, and effective reporting.

     

    Operating under limited supervision, the analyst plays a critical role during the design phases of MILCON projects, ensuring IT/OT and cybersecurity requirements are integrated early in the planning process. The analyst participates in the review of design documents, coordination meetings, and working groups to identify gaps in current procedures, recommend improvements, and ensure compliance with Army/Industry standards (Unified Facilities Criteria (UFC), Unified Facilities Guide Specifications (UFGS), and cybersecurity frameworks such as the Risk Management Framework (RMF). The role requires strong attention to detail, familiarity with Army and Industry policies and systems, and the ability to consistently deliver high-quality support across all phases of project planning and execution.

     

    The analyst’s efforts directly contribute to enhanced infrastructure readiness, improved cybersecurity posture, risk mitigation, and strategic alignment of project deliverables with long-term Army capability development and funding priorities through the Program Objective Memorandum (POM) process.

    Key Responsibilities:

    + Provides project coordination and task-level support for concurrent MILCON, Energy, and renovation projects with a focus on integrating IT/OT infrastructure, cybersecurity, and system hardening requirements throughout the project lifecycle.

    + Tracks and manages project tasks, schedules, and milestones using formal task management systems (e.g., ETMS2, APMS), ensuring alignment with Army objectives and reporting requirements.

    + Develops, maintains, and improves project documentation, including project plans, stakeholder matrices, Quality Assurance/Quality Control (QA/QC) checklists, budget trackers, risk registers, and meeting minutes.

    + Assists with the creation and refinement of repeatable workflows, business processes, and standard operating procedures to improve efficiency across projects and program activities.

    + Analyzes, interprets, and comments on Army regulations, UFC, UFGS, and related MILCON policy to support compliance and implementation within technical documentation and project deliverables.

    + Participates in and supports the planning and coordination of project phases including requirements definition, design reviews, construction oversight, system integration, and operational transition.

    + Supports Integrated Product Teams (IPTs), stakeholder working groups, and coordination meetings by developing briefings, capturing action items, and facilitating follow-up actions.

    + Prepares and presents project updates, dashboards, and Common Operating Pictures (COPs) for Army leadership and customer decision-makers.

    + Reviews and coordinates technical documentation related to cybersecurity and IT/OT system design, including RMF packages, eMASS entries, and system accreditation requirements.

    + Conducts in-depth analysis of technical, financial, and scheduling data (e.g., milestone charts, Excel trackers) to identify trends, gaps, or delays and recommend actionable mitigations.

    + Monitors and tracks Requests for Information (RFIs), action items, and deliverables to ensure timely resolution and response to customer needs.

    + Assists in transition planning between construction and IT/OT system deployment and operational use.

    + Maintains awareness of policy updates, budgetary guidance, and strategic priorities including general knowledge of the Army Program Objective Memorandum (POM) process to support program alignment.

    Required SkillsRequired Experience

    + Bachelor’s or Master’s degree in (Civil) Engineering, Business Administration, Public Administration, Political Science, or a related field.

    + 10 plus years of experience supporting Army, DoD, or MILCON projects in a technical, administrative, or coordination role.

    + Active DoD Secret Security Clearance.

    + Proficiency in Microsoft Office Suite (Excel, PowerPoint, Word, Project, Visio), with ability to create, analyze, and manage project and workflow documentation.

    + Demonstrated experience creating or improving workflows and processes in support of IT/OT integration and construction-related initiatives.

    + Strong communication skills including the ability to develop high-quality reports, meeting briefs, and stakeholder materials.

    + Ability to manage multiple priorities, meet deadlines, and work independently in a high-tempo, matrixed environment.

    Preferred Qualifications:

    + Working knowledge of the Program Army Facilities Components System (PAX) and Computer-Aided Programming and Cost Estimating System (CAPCES), including:

    + Use of PAX for facility planning, project validation, and DD Form 1391 preparation in alignment with Army MILCON funding strategies.

    + Familiarity with CAPCES in cost estimation, programming, and budget development of MILCON projects, including support to initial planning charrettes and programming documentation.

    + Experience with MILCON and/or Department of Energy-related projects involving cybersecurity or IT/OT system requirements.

    + Certifications or formal training in UFC or UFGS, such as:

    + NAVFAC Design Manager Professional Certificate.

    + UFC/UFGS Familiarization and Application Certificate (via DAU, Army Engineers School, or equivalent).

    + General understanding of the Army Program Objective Memorandum (POM) process and its influence on long-term infrastructure and IT/OT funding priorities.

    + Experience supporting Integrated Product Teams (IPTs), Program Management Reviews (PMRs), or construction stakeholder engagements.

    + Demonstrated knowledge of systems such as APMS, eMASS, and DTS.
