Description
The IPQ Technical Quality Manager leads the strategic development and global implementation of AWS's data center quality control program. This role drives standardization of quality processes across regions, establishes program standards, performance metrics and governance mechanisms, and maintains executive-level reporting on program effectiveness. The Technical Quality Manager will develop quality control frameworks and coordinate with cross-functional leadership to ensure alignment with AWS construction and operational goals. They will oversee continuous program improvement through data analysis, industry best practice integration, and stakeholder feedback across multiple deployment regions.

Key job responsibilities
1. Lead the development, implementation, and continuous refinement of the global IPQ program strategy.
2. Create and standardize a global quality control framework, including templates, processes, and tools for consistent implementation across all AWS regions.
3. Design and implement a centralized quality management process to streamline data collection, analysis, and mechanisms to ensure accurate reporting across the entire portfolio.
4. Develop standardized non-technical and technical training modules and guidelines to ensure consistent quality execution globally.
5. Establish and maintain a library of best practices, lessons learned, and case studies to drive continuous program improvement and knowledge sharing.
6. Lead the creation of global quality metrics and KPIs, ensuring alignment with AWS construction and operational goals.
7. Create standardized audit protocols and governance structures to ensure program compliance and effectiveness across regions.
8. Develop and maintain executive dashboards and reporting templates for consistent communication of program performance and value.
9. Establish a vendor management framework, including standardized evaluation criteria and performance metrics for quality control partners.
10. Track, support and report on project critical path infrastructure procurement and installation timelines, specifically material delivery, acceptance, pre-install and post-install QAQC responsibilities across multiple regional project schedules.

Basic Qualifications
• Bachelor's degree in Engineering (Mechanical, Electrical, or related field) or equivalent years of work experience.
• 5+ years of experience in program/product management related to construction field processes, preferably in quality control across multiple scopes/trades of work install on-site
•Demonstrated experience developing and implementing large-scale programs across multiple sites/regions and applications.
• Strong written communication and interpersonal skills, with the ability to collaborate effectively with diverse teams and stakeholders and possesses excellent analytical and problem-solving skills.
•Proficiency in Microsoft Office Suite and familiarity with project management software (e.g., Procore)
Preferred Qualifications
• Professional qualifications or certifications related to technical design or field scope management including, but not limited to, Certified Quality Engineer (CQE) or Project Management Professional (PMP) or Professional Engineer (PE).
• Background in executing construction quality control for mission critical facilities.
