SALARY : $ 190,000 - $ 195,000
DEPT/DIV: HQ/ Occupational Health Services (OHS)
SUPERVISOR: Assistant Medical Director
HOURS OF WORK: 7.5 hours per day
*This position is eligible for telework which is currently one day per week. New hires are eligible to apply for telework 30 days after their effective date of hire.

SUMMARY :
Under the general administration of the Medical Director and in collaboration with the Assistant Medical Director, the Administrative Physician will function in an expanded role as a clinical assistant to the Medical Director. With appropriate supervision, they will assume a hybrid role in clinical administration and clinical procedures and policies. This will include, but not limited to reclassification/reinstatements review, MTA employee leave request, review and approvals, coordinate vacation/sick schedule for clinical staff, perform quality control review on clinical staff workload, etc.
RESPONSIBILITIES :
+ Provide clinical and administrative support to the Medical Director.
+ Review FMLA applications to determine if employee request is medically qualified and determine type of qualifying status.
+ Review requests for reinstatements, reclassification, medical grievances under the MTA and Civil Service policies.
+ Provide medical assessment decisions to determine fitness for duty, reinstatements and placement decisions, in compliance with Americans with Disabilities Act (ADA) and in accordance with all applicable laws, regulations, and statutes and based upon MTA Medical Standards.
+ Liais e with HR, Labor and Union departments to resolve issues related to medical assessment decisions.
+ Determine if an employee qualifies for Reasonable Accommodation based on MTA OHS medical standards. Directly responsible for determining job-related medical assessments as required by the MTA and Civil Service jurisdictional classifications includ ing reviews of reinstatements, federal medical leave act (FMLA), reclassifications, grievances and IOD return to work
+ Develop clinical training materials which consist of best practices, OHS medical standards and occupational diagnostic guidelines.
+ Determine return to work from IOD (Injured on Duty) in collaboration with the MTA Workers Compensation Department and the State Workers Compensation Board determinants. The Administrative Physician will determine if the Workers Compensation Medical Physician medical physician is appropriate for determining RTW (Return to Work) status.
+ Provide medical training materials for in service educational seminars on changes in OHS to ensure compliance
+ Provide medical review for short-term disability requests to determine if medical conditions prevent MTA employees from performing the essential functions of their job.
+ Provide medical subject matter expertise to develop tracking and monitoring systems that abide by all regulations.
+ Participate in departmental meetings and interdisciplinary meetings as a representative of the Medical Director.
+ Schedule Trainings every quarter to review clinical cases with Senior staff.
+ Assist the Assistant Medical Director and Medical Director on MRO related cases.
+ Maintain workplace policies and medical processes.
+ Prepare responses to medical complaints.
+ Work to ensure adherence to compliance standards, Federal, State, City and MTA Occupational Health Services policies and procedures. Provide clinical research standards for infectious diseases that are prevalent in a particular area or at a particular time as defined by Centers for Disease Control (CDC), State and City.
KNOWLEDGE, SKILLS, & ABILITIES :
+ Possess or acquires a solid foundation, knowledge, and/or experience in the areas of utilization management, quality improvement, and employee fitness for duty requirements.
+ Possess a working knowledge of Occupational Health & case management operations and administrative standards and policies.
+ Strong computer skills and working knowledge of the EMR (Cority).
+ Ability to build rapport with medical staff and OHS hospital leadership to obtain the buy-in and collaboration necessary to achieve desired outcomes.
+ Knowledge of the Federal Drug and Alcohol Administration Testing Program,
+ Knowledge of Federal Transportation Administration.
+ Must have knowledge of the Current Department of Transportation testing regulations.
+ Excellent communication and interpersonal skills.
+ Excellent organizational and presentation skills.
+ Demonstrated ability to work with all internal levels within a given organization, including the MTA Board.
+ Demonstrated ability to communicate and interact well with external agencies. External agencies may include the Governor’s Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.
+ Demonstrated ability to work in a high-profile, high-pressure environment effectively.
+ Demonstrated ability to communicate effectively with key internal and/or external stakeholders.
+ Must have strong organizational skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility.
+ Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.
+ Demonstrated analytical capabilities and quantitative skills.
+ Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.
EDUCATION & EXPERIENCE:
+ Requires a medical license to practice medicine in the State of New York.
+ Minimum of two (2) – three ( 3 ) years of clinical medical practice, satisfactory patient care , or residency program experience. Specialty Board Certification or eligibility may be substituted for one (1) year of this experience.
+ Required to obtain Medical Review Officer (MRO) certifications within 6 to 12 months of hire.
PREFFERED :
+ Experience with leave administration processes.
+ Attainment of , or in the process of attaining , specific functional licenses or certifications in area of specialty if applicable.
+ Familiarity with the MTA’s policies and procedures.
+ Familiarity with the MTA’s collective bargaining procedures.
GENERAL:
+ May need to work outside of normal working hours (i.e., evenings and weekends)
+ Travel may be required to other MTA locations or other external sites.
