Position Details
General Statement
Reporting to the Associate Vice President for University Budgets & Financial Services, the Director of University Budgets is a member of the Financial Services leadership team team. The Director of University Budgets will lead with integrity, enthusiasm and dedication to service excellence in a highly collaborative manner with constituencies at all levels of the institution, as well as external partners, through complex analysis, forecasting, and reporting of institutional and departmental budget and accounting data.
Duties and Responsibilities
Duties include, but are not limited to, the following:
+ Ensure accurate reporting with respect to annual budget reports to external entities (Montana Legislature, Legislative Audit Division, Governor’s Office, Commissioner of Higher Education, Board of Regents).
+ Develop measurements or metrics that will guide decision-making.
+ Provide guidance, assistance and best practice recommendations to campus leaders and units to ensure business needs are met.
+ Monitor negative cash and fund balances, project potential year-end revenue overages and/or shortfalls, make recommendations to MSU leadership.
+ Partner with the Associate Vice President to prepare and make budget presentations to campus groups and external partners.
+ Provide senior leadership in the planning, development, analysis and reporting of the University’s Current Unrestricted Fund budget and executive allocations.
+ Collaborate with the Associate Vice President in the development of the biennial budget proposals for the University, including projected revenues (tuition, enrollment and allocation) and expenses (present law adjustments, fixed costs).
+ Lead the development of the current unrestricted fund annual tuition waiver budgets, revenue budgets, reserve budgets, benefit pool budgets and fixed cost allocations.
+ Provide oversight for the annual investment proposal process and advise executives on historical investments and relevant metrics associated with investments.
+ Advise on potential funding sources for capital and other projects.
+ Review and collaborate with campus units on the development and presentation of internal recharge rates on an annual basis, including presentation and recommendations by Budget Council.
+ Ensure reconciliation of state appropriation allocations and actuals, balancing the current unrestricted fund for each biennium.
+ Communicate and verify with other campuses and agencies to ensure appropriate reporting is completed for the annual Board of Regents operating budget approvals.
+ Develop measurements or metrics that will guide decision-making.
+ Assist in the projection of potential year-end revenue overages and/or shortfalls in the current unrestricted fund and make recommendations to MSU leadership.
+ Coordinate the preparation and submittal of annual budget reports required by OCHE , utilized in Board of Regents budget approval each year.
+ Act as a liaison with the budget office at the Commission of Higher Education..
+ Develop best practices for Strategic Fiscal Partners (shared services budget/fiscal management) and create standardized processes and reporting, where appropriate.
+ Respond to ad hoc reporting needs from across the university and system, coordinating Budget Office staff, as needed.
+ Hire and supervise Budget Office staff, including reviewing staff progress and completing annual staff evaluations.
+ Other duties as assigned by the AVP .
Required Qualifications – Experience, Education, Knowledge & Skills
+ Bachelor’s Degree in Accounting, Business, Finance, or other related field.
+ 5 years of progressively responsible experience in fiscal or budget management in a complex organization, with a diverse range of activities, such as budgeting, forecasting, developing metrics, reporting, and capital planning.
+ Demonstrated competence in the development, analysis and execution of complex budgets using a variety of methods
+ Proficiency in the use of integrated computerized financial software systems, as well as expertise in the use of spreadsheet, database, and electronic communication software including , Excel, Power Point, Word, and Outlook.
+ Demonstrated excellence in oral and written communications with the ability to present, persuade, defend and gain support related to changing budget processes and procedures.
+ Demonstrated experience managing, supervising, and motivating teams that serve a variety of constituencies.
Preferred Qualifications – Experience, Education, Knowledge & Skills
+ Knowledge of higher education, policies and regulations.
+ Knowledge of Banner software and the MSU budget software and processes (Axiom).
+ Experienced in government fund accounting.
The Successful Candidate Will
Have excellent communication skills along with the ability to prioritize workloads and strong knowledge of accounting principles, system structure, and various database management as well as the ability to develop creative solutions to meet the University’s objectives while maintaining compliance with laws, regulations, and professional standards.
