Summary You will serve as a SUPERVISORY IT SPECIALIST (PLCYPLN) in the TACTICAL SYS INTEGRATION & INTEROP of NAVWARSYSCEN PACIFIC SAN DIEGO CA. Responsibilities You will serve under the guidance of the department leadership, responsible for managing the day-to-day operations of a 200+ person Tactical Systems Division. You will execute responsibilities in accordance with the Basic Standards of the Supervision Contribution Element detailed in the Science and Technology Reinvention (STRL) contribution matrix. You will execute technical tasks with duties to include, but not limited to project management of developmental testing, business intelligence, data analytics, software integration, testing, networking, etc. You will provide oversight/management to project teams which are responsible for a wide range of current and future warfighter technologies including end-to-end systems such as Link-16 architectures. You will coordinate and provides expert oversight of department operations, program development, continuous process improvement, and the management and execution of production overhead. Requirements Conditions of Employment Qualifications I have one year of experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of experience demonstrating this competency include: The selectee is responsible for managing the day-to-day operations of a 200+ person Tactical Systems Division. Duties include strategic planning, workforce planning, knowledge management, architecture and infrastructure planning and development of the Division's budgets. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of experience demonstrating this competency include: Will also be widely recognized as a Center subject matter expert in their particular area and will lend their expertise to current and proposed projects in order to enhance the products, services, and reputation of the Center. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of experience demonstrating this competency include: The selectee coordinates and provides expert oversight of department operations, program development, continuous process improvement, and the management and execution of production overhead. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of experience demonstrating this competency include: Provide management and support for the development of Data Link Test Tools and Program of record Software Support Activity deliveries, Develops and implements strategies to-foster teamwork, ensures delivery of high-quality products, develop new business opportunities, and maintains relationships with customers; provides assistance, advice and, guidance in solving technical, administrative, and personnel problems. NM-05 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band NM-04 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing technical and project management oversight; Demonstrated skills in managing a project for Tactical Data Link type projects; Knowledge of and skills in managing IT systems processes and budget; Knowledge of personnel management processes (i.e. hiring, promotions, awards, etc.) and assessing employees' performance. NM-04 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band NM-03 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing technical and project management oversight; demonstrating skills in managing a project for Tactical Data Link type projects; managing IT systems processes and budget. Education Additional Information This position is in the Science & Technology Reinvention Laboratory (STRL) Human Resource Management System pay band for Department of Defense laboratories. The pay schedule for all Supervisor Positions will be NM-2/3/4/5/6. This position is eligible for ad-hoc/situational telework at the discretion of management. This is a Cyberspace Workforce position, work role code SUPERVISOR, proficiency level advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies. This position is covered by the Department of Defense Priority Placement Program. Additional vacancies may be filled by this announcement.
