ABOUT THE PATIENT'S COMPENSATION FUND
The Patient's Compensation Fund (PCF) was created in 1975 to provide an affordable and guaranteed medical malpractice coverage system for the private healthcare providers in the state. The Patient's Compensation Fund is an off-State budget entity of the State, which is 100 percent self-funded, and governed by the PCF Oversight Board. The Patient's Compensation Fund provides protection for the healthcare system, keeping costs down, and providing a guaranteed pool of funds to pay those citizens injured from medical malpractice of private care providers.

ABOUT THIS POSITION
Incumbents of this position will use independent judgment and decision-making competencies, possess financial savvy, strong interpersonal skills, and be customer and results oriented to successfully perform responsible, independent administrative functions in support of the Surcharge Unit. Incumbents will maintain a high-level of confidentiality. Incumbents will use effective and professional communication skills while collaborating with internal staff across all PCF units, medical professionals across the State, insurance carriers/agents/brokers across the country, financial institutions, Dept. of Insurance, and the Secretary of State to drive the vision and purpose of this agency.
The duties are specific to this agency by Louisiana Statute and therefore incumbents receive specialized training in legal and medical-malpractice terms, commercial and self-insured insurance policies, and training specific to this position as well as training in agency-specific software and programs designed for this agency’s records management workflow. Incumbent must be computer savvy and proficient in creating spreadsheets and analyzing data for accountability of time-driven deadlines. Incumbents of this position administer the self-insured program, thus ensuring that the qualifications for being self-insured are in compliance with LA. R.S. 40:1231.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Three years of experience in administrative services; OR
Six years of full-time work experience in any field; OR
A bachelor's degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Differs from Administrative Specialist--B by the absence of a moderate degree of complexity, impact, or independence in assigned duties and program areas.
Examples of Work
Calculates surcharge rates while correctly assessing length of time in designated classification specialty.
Reviews and certifies if the entity and the required criteria is in compliance with regulations by verifying secured funding with financial institutions, insurance annuities, etc.
Strong mathematical skills/financial savvy involved in daily calculations in payables and receivables processed monthly. Incumbents of this position may process on average in excess of 450 enrollments per month.
Ensures program compliance to Federal and State regulations.
Performs certification and eligibility duties as it relates to the program.
Coordinates program information by ensuring information integrity.
