Our Office of Financial Management is looking for a senior-level professional to join the team and play a key role in managing and supporting critical housing programs such as the State Housing Initiatives Partnership (SHIP) and the HOME Investment Partnerships Program (HOME). In this role, you'll help shape local housing plans, evaluate program performance, and guide the delivery of down payment assistance and rehabilitation loans for income-qualified residents. You'll also work closely with contractors, legal and financial professionals, and community partners to ensure compliance and success across housing initiatives.

About the Position
In this role, you will be responsible for...
Operational Program Compliance
+ Support the Program Manager in managing housing programs, ensuring regulatory compliance, and timely goal achievement.
+ Conduct research and analysis to contribute to housing plans and policy development, including Fair Housing Initiatives.
+ Lead meetings with stakeholders and the public, offering guidance and responding to program-related inquiries.
+ Act as a liaison and staff support for the Affordable Housing Advisory Committee, as required by statute.
+ Prepare communications and policy documents.
Grant Monitoring and Reporting
+ Monitor fiscal and program progress of grant-funded activities, identifying issues and recommending improvements.
+ Review financial reports and gather required documentation for federal, state, and internal reporting systems.
+ Communicate regularly with stakeholders to collect and compile data for quarterly and annual reports.
+ Assist with budget adoption and fiscal adjustments using county financial systems and procedures.
Loan Servicing and Administration
+ Process and review applications for downpayment, repair, rehabilitation, and other loan-based assistance programs.
+ Evaluate loan applications by analyzing ownership, credit, assets, liabilities, home equity, and property appraisals.
+ Review contractor documents and ensure compliance with technical provisions and cost eligibility.
+ Coordinate with legal, financial, and title professionals to ensure proper documentation and program delivery.
About the Schedule
Work Hours:
+ Full-time, 40 hours per week.
+ Typical Schedule: Monday - Friday, 8:00 a.m. to 5:00 p.m. ( no weekends! )

About You
To be considered for this role, you must have the following:
+ Bachelor's degree from an accredited college or university in Public Administration, Business, Finance, Planning, or a job-related field -WITH- three (3) years of professional job-related experience.
+ -OR- Master’s degree can count for one year of experience.
+ -OR- Seven (7) years of professional job-related experience in management of technical projects/programs and strategic planning may substitute for the required education.
The ideal candidate has the following knowledge, skills, and/or abilities:

+ Knowledge: Master’s degree in Public Administration, Business, Finance, Planning, or a job-related field.
+ Related Work Experience: Two (2) years of federal or state grant experience, to include those working with or administering housing grant programs such as HOME or SHIP.
+ Regulatory Expertise & Compliance: Proficient in federal, state, and local grant requirements with the ability to interpret complex regulations and apply them effectively.
+ Project & Stakeholder Management: Skilled in leading high-priority, time-sensitive projects, managing multiple tasks independently, and working collaboratively with diverse stakeholders.
+ Communication & Documentation: Capable of educating others, fostering professional relationships, and producing clear, concise reports and policy documents.
Physical Demands: Employees in this role must occasionally lift and/or move up to 10 lbs.
About Everything Else
Starting Pay Range: $63,000.00 - $70,000.00, based on experience.
