Position Summary
Job Summary
Position is responsible for the oversight of the data collection process using permits, appeal information and data collected on properties that have sold. Will ensure cyclical reassessment is completed in a uniform and timely manner. Will ensure that all residential field data is uniform across the county in a manner that it may be used by the Assessment Division and other city county agencies. The position requires the knowledge of established laws and IAAO standards, which control most of the actions in this position. Independent judgement, subject to supervisory oversight, is used when there are no available policies and procedures. Other duties and tasks are routine in nature and performed under moderate supervision following standard procedures. Incumbent must have a valid driver’s license. Position reports to Deputy Director Residential Assessments.

Position Responsibilities
Key Responsibilities
+ Implements Residential Assessments to create and maintain a clear and precise process for all field staff to utilize in data collection for permits, appeals and on properties which have sold
+ Executes Residential Assessments to create, maintain and continuously improve a process by which all residential cyclical reassessment tasks will be completed
+ Manage all Field Representatives in the decision making on residential cyclical reassessment changes, reclassification of properties and determinations of physical attributes of properties
+ Coordinates with Deputy Director, managers, and all field staff to organize the residential permits best practices and completion expectations
+ Establishes and Maintains working relationship with private contractors and business owners
+ Ensures that all residential property in Marion County is assessed according to Indiana law, Department of Local Government Finance (DLGF) rules, and the standards of the International Association of Assessing Officers (IAAO.)
+ Performs quality control checking on work product as previously assessed to ensure all additions of deletions of property or property characteristics are correctly processed for all residential parcels
+ Coordinates with taxpayers or taxpayer designees to gain access to property as required
+ Coordinates with GIS department, permit and zoning departments and other government agencies as required
+ Effectively assists all person who visit office, who call over the telephone or meet with the manager or subordinates in the field
+ Must maintain confidentiality at all times

Qualifications
Minimum Job Requirements and Qualifications
Bachelors’ Degree in Business Administration, Public Administration, or Business Management or a minimum of six (6) years of work experience as a Residential Field Representative which may substituted for the required education. Applicants must be certified by the DLGF as a Level III Assessor/Appraiser Certification or be willing to earn the certification within 12 months of hiring. Effective project management, math, geometry, computer, and communication skills are required. Knowledge of imaging systems and other software is required. Applicants must have the ability to assist customers in a professional and courteous manner, whether it is face-to-face, by email, or over the telephone. The position requires attention to detail and candidates must be able to type, create, and edit reports as needed and communicate effectively, both orally and in writing. All activities must comply with state law.
