    Summary You will serve as a SUPERVISORY IT PROGRAM MANAGER (PLCYPLN) in the MISSION SUPPORT DIVISION (N63) of MILITARY SEALIFT COMMAND. Responsibilities You will serve as the principal advisor to the Command Information Officer (10) on all resource and funding matters ensuring efforts support the vision, goals, and objectives of COMSC. You will integrate the strategic direction of N6 with operational mission execution through development and tracking of the strategic plan. You will support the CIO in the development of the IT strategic plan and ensure that IT is value-adding dimension of MSC’s strategic and business plans. You will conduct internal program reviews to ensure the planned personnel, material, equipment, and services are executed within the budget and are aligned with approved plans. You will deliver IT capabilities and act as a change agent to ensure appropriate clauses are included in IT contracts to meet IT mandates. You will serve as an interface with internal/external entities by advocating and representing the MSC position on IT governance and financial management issues. You will manage and oversee the Mission Support division to enable the delivery of IT solutions through portfolio management, supporting budget requests and providing oversight of budget execution. You will review and approve final work products and plans developed by subordinates; set and adjust long-term priorities. You will supervise and direct senior level subordinate personnel through establishment of goals and objectives. You will interpret policy originating from higher organizational levels including DoD, DON, USTC and Fleet Commanders. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience promulgating the information technology (IT) budget requests with the comptroller and/or portfolio managers; Experience participating in interagency work groups established to develop government-wide IT initiatives and solutions to critical issues; Experience conducting internal program reviews to ensure the planned personnel, material, equipment, and/or services are executed within the budget and aligned with approved plans; Experience monitoring or directing the solicitation of contract vehicles to ensure the right contract resources are available to execute the budget within each portfolio; Experience advising other IT experts throughout the agency or in other agencies on a variety of situations and issues that involve applying or adapting the changes to the Department of Defense and/or organization's IT environment; Experience developing or interpreting policies, procedures, and strategies governing the planning and delivery of IT security throughout agency; Experience directing or managing information technology (IT) subordinate personnel through establishment of goals and objectives; Experience translating command, control, communications and computer (C4) and information IT requirements into a Fiscal Year Spend Plan; Experience overseeing the personnel management and training management processes of military and civilian IT personnel; Experience and demonstrated expertise in IT portfolio management and governance; Experience and demonstrated expertise with DoD's Planning Programing Budget Execution (PPBE), Integrated Priorities List (IPL), and Program Objective Memorandum (POM) processes. IT-related experience demonstrating this competency include: Acting as a change agent to ensure appropriate clauses are included in information technology (IT) contracts to meet IT mandates. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Consulting with senior technical specialists and IT managers throughout agency for the implementation of IT projects. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Resolving difference of opinion among managers, supervisors, employees, contractors and others during the coordination and integration stages of IT projects. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Assessing the impact of forecasted changes in technology, mission requirements, legislation and regulatory requirements on agency's long-range IT strategy and plans and recommends appropriate changes.
