Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a LOADMASTER FTU INSTRUCTOR (Title 32), Position Description Number D2301000 and is part of the AR ANG 154 TRG SQ, National Guard. NATIONAL GUARD MEMBERSHIP IS REQURED Responsibilities 1. Develops and provides technical loadmaster FTU initial qualification flight training, instruction, and evaluations to all Reserve, Guard, and Active Duty aircrew members. Develops and provides instruction techniques used for various Mission Specific Duties such as: Combat Aircrew Training, Mobile Aerial Port, Night Vision Goggle Operations, Presidential Support Missions, Functional Check Flights, Aeromedical Evacuation, Emergency Airlift of Personnel, Test Certification, Combat Offload, Pyrotechnics Manual Launch Procedures. Training provided includes the full cycle of theory, formal classroom instruction, and actual on the job practice. Develops instructional standards, training plans, tests, lesson plans, and other training material. Develops, establishes, validates, and maintains unit loadmaster training program. Analyzes, interprets, and instructs guidance. Writes and modifies general guidelines from a broad scope of principles, concepts, technology and methodology in order to form a practical lesson plans for flight training and emergency ground egress. Counsels students, evaluates student potential, makes determinations on readiness for evaluation, and recommends/initiates military reclassification actions as appropriate. Evaluates the effectiveness of the training program. Reviews training objectives and determines the scope of training required. Evaluates student performance, annotates and maintains student training records. Ensures students safely execute the demonstrated methods of flight duties. Writes and modifies general guidelines from a broad scope of principles, concepts, technology and methodology in order to form practical lesson plans for flight training and emergency ground egress training. Schedules and conducts training for instructors and flight examiners on instructional methodology, student assessment, and training techniques. Schedules and conducts ground and flight training for qualification and proficiency requirements, encompassing all loadmaster crew duties. Maintains required course documentation/records. Leads or participates in process improvement teams to recommend improvements to instructional methods or processes. Participates in workshops and course reviews. Recommends formal course changes. Provides feedback on courseware and instructional effectiveness through the loadmaster manager/operations officer. Explains and demonstrates the proper method of executing assigned duties during flight. DUTIES CONTINUED UNDER EDUCATION Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership in the military grade listed below. Selectee will be required to wear the military uniform. Military Grades: Enlisted Minimum Military Grade: NLT E-6/TSgt Maximum Military Grade: NTE E-7/SMSgt Compatible Military Assignments: Selectee must be a member of the Arkansas Air National Guard. IMPORTANT NOTES (AS APPLICABLE): Upon selection for this position, individual must possess or initiate a National Agency Check with Inquiries (NACI) background investigation. A favorable determination based upon investigative results is mandatory for this position. Failure to meet these requirements will result in termination of employment. A pre-placement physical is required if not already current. Upon selection, must complete mandatory Full-Time Support (FTS) Training at the Professional Education Center (PEC) within six months of assignment (if applicable, training will be coordinated by the supervisor). Individual must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO. Qualifications SPECIALIZED EXPERIENCE: Experience in functions such as preparing aircraft loading plans, loading and offloading aircraft, operating loading equipment, and ensuring security of cargo in flight. Education DUTIES CONTINUED: 3. Develops evacuation procedures for aircrew and passengers. Briefs passengers on in flight and emergency procedures and demonstrates the use of emergency equipment. Ensures the availability of and provides comfort items, beverages, meals, and life support equipment to passengers. Coordinates with the pilot during in flight emergencies, assists in analyzing malfunctions, and prepares the aircraft, cargo, and passengers for evacuation, ditching, or crash landing. During emergencies, directs the safe evacuation of the aircraft through exits/hatches, and assigns duties to crew members and passengers to assist in survival. During flight, periodically inspects cargo and cargo systems functions to ensure that it is secure. Constantly checks cargo of a unique nature that requires special precautionary measures during flight. Takes pressure and temperature readings to ensure crew and aircraft safety. Vents pressurized containers to the outside of the aircraft if necessary. Scans engine and systems for irregularities. Serves as primary firefighter due to nature of equipment installed in aircraft. Scans aircraft during in flight refueling operations, disconnects electrical valves and manually works selector valves, if required. Relays any hazards to pilot/flight engineer. Prepares customs documentation. Complies with agriculture and immigration directives. Performs post-flight inspection on aircraft systems, and supervises passenger and cargo offloading. Represents the aircraft commander during customs, immigration, agricultural inspections. 4. Serves as a flight examiner as required and performs staff duties. Administers no notice and annual flight evaluations to evaluate aircrew members' performance during all phases of mission execution. Conducts performance critiques. Ensures aircrew member meet or exceed qualification standards for assigned crew position. Reviews aircraft incidents, operational hazards, and accident reports, bulletins, and directives pertinent to flying safety. Based on the specialized knowledge of the unit's mission and related programs ensures all requisites involved in mission planning are ascertained and all necessary coordination is accomplished. Ensures safe and successful accomplishment of required training, assigned mission support, and airlift support requirements. Primary staff duties may include performing staff support in scheduling, plans, training, standardization and evaluation, or command section as required.
