Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a Management Analyst, Position Description D1336000 and is part of the Georgia Air National Guard. This is a full-time, Permanent Excepted position which requires Georgia Air National Guard Membership. Area of Consideration: All United States Citizens. Responsibilities As an Management Analyst, GS-0343-11, you will: Provide non-technical administrative supervision of several mission support functions. Identify and conduct a variety of staff studies on behalf of the group commander, division heads, or subordinate unit commanders. Utilize various recognized analytical and evaluative methods, independently study and evaluate the effectiveness and strength of a variety of programs, operations, and policies. Provide information based on an analysis of proposed alternatives to existing operations and mission capabilities pertaining to group headquarters and subordinate units. Study and propose manpower, budget, and other requirements for program and mission administration. Analyze and review aspects of managerial responsibilities to determine requirements for new or revised policies and procedures. Determine the applicability and currency of policies pertaining to the management of group and squadron programs. Provide detailed recommendations including valid alternatives to the group commander or requesting official to resolve management problems based on a thorough analysis and evaluation. Review the effectiveness and status of group headquarters programs and activities through visual observations and reviews. Serve as point of contact for various inspection teams, and coordinate the resolution of problems are as contained in inspection reports. Subsequently review inspection items to ensure deficiencies are permanently resolved. Work closely with unit staff and operating officials and identify areas of weakness throughout the organization. Work with management and technical personnel proposing managerial, policy, and procedural changes. Proposed corrections are closely reviewed with operating officials including the commander. Prepare memos and directives consistent with group policies and outlines corrective actions necessary for effective and economical operations. Advise and keep the group commander and division chiefs informed concerning problem areas and program effectiveness. Recommendations may involve policy changes. Carry out a variety of staff related studies involving the evaluation of recommendations from staff sections, subordinate units, supervisors, and personnel to revise current policies and procedures; as well as to improve efficiency of operations, achieve maximum utilization of funds, manpower, and equipment to carry out the mission. Discuss results of studies with the submitting official. Make recommendations to the group commander concerning findings. Draft group policies into written policy statements assuring that policies are distributed to applicable parties. Review commander's planning agenda to ensure listed items are researched and that supporting information is prepared for presentation. Follow up on items requiring further action. Review reports and correspondence for action items. Research and formulate responses or proposed courses of action. Act as the group project officer for equipment conversions, force structure changes, or reorganizations. Formulate plans to allow the unit to effectively manage change, coordinate with higher headquarters on required actions, and track progress of actions. Participate in community relations programs and attend community functions on behalf of the commander. Support on-base community events and selected functions of the ANG. Provide assistance to community representatives within the scope of regulations and resources. Provide non-technical, administrative supervision to authorized mission support functions including training, administration, Military Personnel, Disaster Preparedness, Clinic, etc. Monitor work flow within various functions and suggest changes as required. Interview and recommend/select applications for vacant positions. Establish work performance standards for subordinates, discuss and make annual performance evaluations and initiate disciplinary actions and promotion actions. Approve sick and annual leave, counsel subordinates, discuss operating and personnel policies, hear grievances, and resolve work problems. Follow sound position management principles through facilitating accurate classification of subordinates. Perform other duties as assigned. General Experience: Experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management. Experience using computer and automation systems. Specialized Experience: Must have at least 36 months experience which provided a detailed knowledge of the National Guard organizational structures, functions, procedures and techniques. Experience analyzing and interpreting policies and the procedures of higher headquarters/management as to applicability to current policies. Experience presenting and discussing complex matters in a clear and convincing manner. Experience in communicating with people from various backgrounds and circumstances.
