The **Program Manager** will lead a dynamic team that provides IT enterprise engineering and architecture services to support modernization and security of the FCC’s IT portfolio. This is a 100% onsite role in Washington, D.C. that will provide program management support to the FCC CIO.
Responsibilities
+ Manage all aspects of the BPA contract for engineering and architecture services, including cost, quality, schedule, personnel, and risk management across multiple work streams.
+ Collaborate with other contractors, FCC CIO staff, and various stakeholder groups.
+ Develop and deliver briefings and status reports, facilitate and lead meetings, including technical planning discussions.
+ Develop detailed work plans, schedules, project estimates, resource plans, and status reports.
+ Manage the integration of vendor tasks and track and review vendor deliverables.
+ Provide technical and analytical guidance to the project team.
+ Recommend and take action to direct the analysis and solutions of problems.
+ Generate various reports/deliverables, including monthly program status reports to the appropriate customers and management personnel.
+ Ensure adherence to quality standards and review project deliverables.
+ Plan, organize, direct, and guide the activities of team members, including processes, plans, procedures, and training personnel.
+ Manage personnel, including hiring, training, managing time and expense tracking, and approvals
+ Review and approve employee and subcontractor timecards.
+ Establish and manage customer relationships.
+ Develop plans and estimates for new Call/Task Orders to include supporting the development of the technical approach and pricing.
+ Other duties as assigned.
Qualifications
+ High School diploma or GED equivalent
+ Bachelor’s degree preferred
+ 8+ years of IT program management experience in technology solution delivery; 5+ years of experience with Agile methodologies and project management
+ PMP required; PgMP preferred
+ Must be a U.S. Citizen
+ Secret clearance required.
Knowledge, Skills, and Abilities:
+ Proven experience leading dynamic teams.
+ Experience with software development lifecycle and Agile principles.
+ Experience managing project costs, schedule, and scope.
+ Exceptional communications skills, both written and verbal
+ Ability to motivate and lead a high-performing team, attract recruits, and retain highly qualified staff.
+ Must possess strong leadership and organization skills.
+ Ability to multitask in a high-stress, performance-based environment.
+ Knowledge of quality management and ability to provide timely and accurate deliverables.
+ Excellent interpersonal skills and the ability to work in a fast-paced environment with demonstrated ability to manage and prioritize multiple tasks.
