What You Will Do
- JOB SUMMARY
Responsible for directing the company’s U.S. state government relations program and is accountable for influencing state and local public policy through maintaining effective working relationships with legislators and staff of various branches of government as well as other community leaders and stakeholders who influence the development of public policy and opinion.
- WHAT YOU WILL DO

+ Tracks policy priorities at the state and local levels; manage the political and advocacy reporting requirements of the department; manage the company's Political Action Committee (PAC)
+ Leads and supports the creation, development, and execution of mobilization efforts at the national and state levels
+ Supports the development and finalization of mobilization communications
+ Manages and support multiple state consultants in advocacy efforts
+ Defines target audiences and leads external stakeholder support
+ Tracks and develops reports and presentations on pending and passed legislation
+ Leads and manages weekly reporting of state consultants
+ Serves as a liaison with the government and associations of which the company is a member and other corporate offices to ensure the flow of accurate information to internal and external stakeholders
+ With support from the senior leadership, ensures timely information regarding government actions is disseminated internally
+ Manages the company’s Political Action Committee (PAC)
+ Develops communication plans and solicitation campaigns; executes campaign
+ Plans and organizes special events for PAC members
+ Work with outside consultants regarding budget planning and support for special political events and fundraisers
+ Serve as a contact person for PAC members about PAC activities, upcoming events, and special promotions
+ Compiles information and provides reporting on the progress and growth of the PAC throughout the year
+ Partner with other departments to monitor the success of the PAC and expand awareness through presentations and written communications
+ Manages external relationships with relevant stakeholder groups at the state and local level, including, but not limited to, trade associations, competitor companies, third-party groups, and political organizations.
+ Works in consult with cross-function Company counterparts to provide support for business needs and encourage employee engagement on government advocacy, including grassroots efforts.
+ Performs other job-related duties as assigned.
Qualifications
- REQUIRED MINIMUM QUALIFICATIONS:
Education and experience:
+ Bachelor’s degree in Political Science, Public Policy or Administration, Law, or related field of study
+ 7+ years of related work experience.
Knowledge of:
+ US Legislative process
+ Political Action Committees
+ Conducting research
+ Intermediate to advanced proficiency with Microsoft Office (Outlook, Word, Excel, & PowerPoint) and Microsoft Teams
Skilled in:
+ Analytical reasoning and analysis in interpreting current legislation and other policy initiatives and evaluating potential impact to the business.
+ Public Speaking
+ Verbal and written communication
+ Attention to detail and highly organized
+ Problem/situation analysis
+ Effective time and task management
+ Multitasking capabilities

Ability to:

- PREFERRED QUALIFICATIONS:
Education and Experience:
+ Master’s degree in Political Science, Public Policy or Administration, Law, or related field of study.
+ State Government Affairs, political and/or campaign experience.
+ Related government affairs experience in the tobacco industry.
Work Environment and Physical Demand
+ Walks, sits, or stands for extended periods.
+ Requires prolonged machine operation including vehicle, computer, and keyboard equipment.
+ Use of manual dexterity and fine motor skills.
+ Ability to Travel Internationally & Domestically 30%
