    Old Harbor Solutions** , a subsidiary of Three Saints Bay, LLC, and a Federal Government Contractor industry leader, is seeking an **Emergency Management, Continuity of Operations, and Readiness Support Specialist to** join our Team in **Panama City.

     

    **Emergency Management, Continuity of Operations, and Readiness Support Specialist** will provide essential support to the Naval Surface Warfare Center Panama City Division Security Division. This position requires interaction with technical, scientific, and management personnel at all levels to ensuring effective communications within the security program.

    Key Responsibilities:

    • Assist in the preparation, review, and revision of division emergency action plans, disaster preparedness standard operating procedures, readiness plans, and other standard operating procedure documentation.

    • Assist in leading the Security Division through the annual hurricane preparedness exercises.

    • Assist in recording tropical cyclone condition of readiness responses during actual tropical storm events.

    • After a tropical storm event, assist in recording after action reports requiring changes to standard operating procedures, policy, or any negative impacts to the workforce.

    • Assist in capturing lessons learned.

    • Assist in updating and maintaining plans for space allocations in the event of an event requiring the activation of the continuity plan.

    • Assist in the annual inspection and review of the alternate operating facility.

    • Assist in inventorying and recording any assets needed for continuity operations (e.g. Meals Ready to Eat (MREs), water, cots, land mobile radios, etc.).

    • Assist in the annual review and any required update of the Continuity of Operations plan.

    • Assist in the training and recording of training for the Emergency Relocation Staff for continuity operations.

    • Record key events, requests for information, and taskings from higher headquarters during exercises or actual events.

    • Track any outstanding actions from exercises or real-world events to ensure solutions are identified and corrective actions are implemented/tested.

    • Provide support to Departments during a continuity transition effort to a new space.

    • Assist in tracking positions, training, and support equipment for deployment readiness.

    • Assist in weekly readiness communications checks.

    • Assist in preparing readiness drill cards and in the scheduling of readiness drill activities.

    Desired Qualifications:

    • Background in emergency management, continuity of operations, and or personnel readiness support. Military experience is a plus.

    • Proficiency in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint), Microsoft Teams, and SharePoint.

    • Strong communication skills, both written and oral, with the ability to interact effectively across various levels of personnel.

    Additional Requirements:

    • Completion of the following Federal Emergency Management Agency (FEMA) online courses within 90 days of starting the position:

    o IS-100.c, Introduction to the Incident Command System (2 hours)

    o IS-120.c, An Introduction to Exercises (3 hours)

    o IS-200.c, Basic Incident Command System for Initial Response (4 hours)

    o IS-230.e, Fundamentals of Emergency Management (6 hours)

    o IS-235.c, Emergency Planning (5 hours)

    o IS-453, Introduction to Homeland Security Planning (2 hours)

    o IS-520, Introduction to Continuity of Operations for Pandemic Influenzas (1 hour)

    o IS-545.a, Reconstitution Planning (5 hours)

    o IS-551, Devolution Planning (2 hours)

    o IS-700.b, An Introduction to the National Incident Management System (3.5 hours)

    o IS-800.d, An Introduction to the National Response Framework (3 hours)

    o IS-1300, Introduction to Continuity Operations (1 hours)

    • Ability to obtain and maintain a SECRET security clearance.
