Job Summary
The Division of Extension and Engagement is seeking a 4-H & Juntos Program Coordinator. This is a full-time (1.00 FTE ), 12-month, professional faculty position based at the Extension Clackamas County office in Oregon City, Oregon.
This Oregon State University ( OSU ) 4-H & Juntos Coordinator is a member of the OSU Division of Extension and Engagement’s (division) Extension 4-H Youth Development Program and the Partnerships Juntos Unit. As a team member, this 4-H & Juntos Coordinator has regional and statewide responsibilities. Decisions regarding this position are made in consultation with the supervision team which includes the Director of the 4-H Youth Program, Director of Juntos, and the North Willamette Regional Director.
This 4-H & Juntos Coordinator is responsible for coordinating and managing the applicable 4-H and OSU Juntos programs within Clackamas County as outlined in the position duties, with a focus on expanding educational opportunities for youth and families, particularly in underrepresented communities in an inclusive, equitable, and socially just manner. The incumbent will collaborate with regional and statewide academic and professional faculty, as well as local stakeholders such as school districts, community organizations, and government agencies, to enhance program effectiveness and meet emerging community needs. This position requires a proactive, collaborative and community-oriented individual with experience in program management, volunteer leadership, and youth development. This includes complying with civil rights and language/visual access regulations.

About Extension 4-H Youth Development Program:
The Division of Extension and Engagement’s 4-H Youth Development Program provides young people with intentional, high-quality learning experiences that promote positive interactions with adults and peers, sustained and active participation across time, and opportunities to make meaningful contributions to the world around them. This mission is accomplished through the work of volunteers, youth, community members, and professionals who organize and conduct learning experiences in club, group, community, and family settings. Programs are implemented in a manner that is consistent with the best practices in the field of youth development and respectful of local norms and culture.
4-H academic and professional faculty teach, develop materials, coordinate digital outreach activities and provide administrative oversight to a broad array of programs through out-of-school, after-school, in-school, and camping programming. The 4-H Program Coordinator oversees 4-H programming and supervises volunteers with expertise in project areas (e.g., health, outdoor adventures, livestock, shooting sports, leadership, civic engagement, and robotics). Some 4-H experiences involve travel and overnight accommodations. 4-H academic and professional faculty are required to assure compliance with Federal and State regulations related to youth protection, fund-raising, taxation, and the nonprofit status of 4-H and affiliated organizations. About Partnerships Unit:
The Division of Extension and Engagement’s Partnerships Unit has a focus on community engagement, development of learning opportunities, and increasing access to post-secondary education. OSU Partnerships Unit works in collaboration with Oregon State University, the Association of Oregon Counties, Oregon’s Community Colleges, regional economic development groups, the K-12 education systems, the business communities and local government. The goal of OSU Partnerships Unit is to provide community and economic development, career and college access, and degree completion/support.

Key Responsibilities
35% 4-H Program Coordination
+ Serve as a member of the OSU Extension Clackamas County 4-H Youth Development Team, with a focus on outreach to underserved communities
+ Develop and teach non-credit educational programs for youth (ages 5-19) and adults in content areas germane to achievement of positive youth development outcomes. Ensure that a balance of delivery methods (clubs, camps workshops, school enrichment, after-school) are used to engage participants that incorporate different communication styles and expectations.
+ Evaluate the quality and impact of educational programming and services on a routine basis. Document learner progress and evaluate the tools and mechanisms used to deliver programs/services.
+ Provide processes to facilitate active communication flow and collaboration between program participants, volunteers, and Extension academic and professional faculty, including but not limited to using multiple methods of electronic communication (i.e., websites, publications, video conferencing and other online methods).
+ Collaboration with regional and statewide 4-H academic and professional faculty members to enhance program effectiveness, collaborating across disciplines, organizations, and program areas is expected.
+ Coordinate, implement, and manage computer database programs in support of member and volunteer participation in events and activities. Utilize, maintain, and support 4-H enrollment systems for member, volunteer, and group enrollments.
+ Work cooperatively with colleagues, volunteers, and 4-H camp administrators to provide meaningful overnight camp opportunities for youth within Clackamas County and neighboring counties where opportunities for mutual cooperation with colleagues from other counties arise.
+ Work closely with colleagues, volunteers, community members, and others to support fair outreach efforts throughout the county, while always ensuring adherence to 4-H procedures and policies, OSU policies, and Positive Youth Development practices.
+ Facilitate educational programs for adults and youth, in partnership with Extension employees, local partners, organizations, and youth and adults within the community.
+ Organize and maintain program advisory committees, focus groups, surveys or other targeted assessment techniques to identify and address priority program needs, mobilize local resources, make recommendations, assist in program implementation and evaluate program effectiveness within Clackamas County communities.
+ Employ best practices of positive youth development engagement and 4-H program model theory.
+ Conduct volunteer development opportunities for new and existing volunteers to promote the best practices of positive youth development research, risk management, teaching, coaching, leadership and group management skills.
+ · Ensure that outreach activities and educational programs serve a wide range of populations, including those that have been historically marginalized/excluded from participation.
+ Create research-based educational materials (handouts, curriculum, media based) and/or utilize existing research-based materials to support the delivery of non-credit educational programs.
+ Perform responsibilities as they relate to OSU relationship with Clackamas County 4-H Association includes:
+ Ensure valid and current County 4-H Association agreements are on file and followed;
+ Follow OSU financial policies, standards, rules procedures, and best practices;
+ Follow OSU 4-H financial procedures and best practices, Association bylaws, and the County 4-H Association agreement with OSU ;
+ Refer to the 4-H procedures handbook for working with the County 4-H Association and work with 4-H State Office to avoid conflicts of Interest.
25% OSU Juntos Program Coordination
+ Coordinate local relationships with school districts to meet the program needs for Juntos (enrollment, evaluation, data collection, etc.).
+ Monitor Juntos educational offerings for quality control, accuracy, and branding; manage train, and provide leadwork for volunteers/facilitators, students or interns who assist with programs.
+ Coordinate college access opportunities for Oregon State University, and other higher education opportunities.
+ Mentor program participants and their families including students to create college and career pathways.
+ Utilize research-based best practices for supporting pre-transfer community college students.
30% 4-H and Juntos Programs Management
+ Maintain and manage confidential information, including criminal history checks and youth safety registry. The incumbent will be responsible for ensuring confidentiality and youth safety.
+ Market/promote activities, programs, and services of 4-H, Juntos, the OSU Extension Service, and OSU including using digital marketing strategies to reach intended audience segments. Deliver educational presentations at community events and K-12 school partners which will require travel throughout the assigned region.
+ Follow OSU and division brand guidelines, digital publishing standards, and digital contact management data integrity practices for programmatic communications, marketing and engagement.
+ Develop and maintain positive relationships with local stakeholders including school districts, community-based organizations, government agencies to increase 4-H and Juntos programming for underrepresented communities throughout Clackamas County.
+ Develop culturally inclusive and socially cognizant marketing/promotional materials that ensure communication to a broad and diverse audience.
+ Collaborate with the 4-H and Juntos regional teams to meet local programming goals and ensure consistency in operations and standards.
+ Collaborate with community members, organizations, business and agencies to aid program planning, delivery, support and evaluation.
+ Ensure compliance with all regulations under the Family Educational Rights and Privacy Act ( FERPA ), Institutional Review Board ( IRB ), and OSU Youth Safety Guidelines.
+ Develop an annual plan of work that welcomes a broad and diverse audience, addresses youth educational and developmental needs, and engages adults. This audience will have various backgrounds, needs, communication styles, and expectations.
+ Keep records and provide necessary reports to appropriate administrators when requested, including plans of work and reports of accomplishments.
+ Integrate programming opportunities for youth between 4-H, Juntos and other Extension programs within Clackamas County.
+ Implement fee-based programming and cost-recovery practices for 4-H programming. Develop partnerships, and solicit external funding, including grants, to support and enhance educational programs as appropriate.
+ Travel/driving is essential for providing educational programing and services throughout Clackamas County.
+ Supervision & Leadwork (10%)
+ Supervise, train and provide leadership to individuals who will have various identities, cultural backgrounds, communication styles and expectations.
+ Supervise volunteers who assist with the management of 4-H programs.
+ Supervise Juntos facilitators who assist with the facilitation of the Juntos programs.
+ Supervise temporary worker(s)/student worker(s) who assist with the management or facilitation of the 4-H or Juntos programs.
5% Organizational Accountability
+ Create accessible and inclusive environments that make space for a range of learner needs and provide reasonable accommodations.
+ Develop internal and external partnerships that enhance 4-H Youth Development and Juntos program, as well as OSU Extension, in Clackamas County.
+ Provide community and statewide opinion leaders and decision makers with the context and understanding of how your program work relates to the overall Extension programming output.
+ Develop an annual plan of work addressing educational needs as well as evaluating the quality and impact of educational programs provided to audiences as appropriate.
+ Create opportunities to enhance access, inclusion, and relevant best practices and include these activities in the annual plan of work, impact statements, and summary of accomplishments/achievements.
+ Utilize digital communications and technology as a tool to increase the reach and impact of program delivery on constituents including participating with AskExtension and using the division’s customer relationship management system. These activities should be included in annual plans of work, impact statements, and summary of accomplishments/achievements.
+ Use digital project management work production and collaboration tools for efficient internal work.
5% Service and Other
+ Serve as an effective team member of the OSU Extension Clackamas County office, the OSU State 4-H Program, the Partnership Unit, and OSU Extension Service.
+ Establish and maintain relationships with other professionals including involvement in local, state and national professional associations.
+ Attend training opportunities to build basic knowledge and consistent skills to use digital communications, marketing, and engagement technologies relevant to position duties.
+ Complete the division’s civil rights training session(s) and coordinate the completion by volunteers.
+ Report appropriate civil rights data from educational programming and outreach activities into the division’s reporting system for the internal civil rights review.
+ Participate in professional development opportunities that are appropriate for the current assignment and specialty.
+ Serve on School, College, University, or Extension committees as appropriate.
+ Participate in community service activities as appropriate for the position.
+ Perform additional duties as required to support the mission of OSU Extension and Engagement, 4-H Youth Development, and Juntos programs.
What You Will Need
+ Bachelor’s degree in youth development, volunteer development, education, family sciences, leadership, management, communications, agriculture or a closely related field. Degree must be completed by the start date.
+ Experience in cross-cultural communication with ability to engage Spanish speaking audiences through the utilization of bi-literate and bicultural skills.
+ Strong verbal and written communication skills (English and Spanish), with ability to communicate effectively in a culturally responsible manner. This includes effective use of digital communication tools (traditional and web-based) and printed media with both English and Spanish.
+ Experience building collaborations with external organizations and maintaining professional relationships with external stakeholders.
+ A commitment to collaborative and respectful learning and working environments that are safe, inclusive, and welcoming.
+ Ability to work with audiences from diverse backgrounds and various cultural identities and to build community around culturally relevant programming.
+ General knowledge and ability to use computers, including information technology, professional office software and collaborative work platforms.
+ Ability to learn and adapt to using multiple forms of digital communication systems, including websites, email newsletters, social media, and other tools in a changing technological environment.
+ Ability to work independently with minimal supervision and manage competing time demands, while also working as a collaborative member of a geographically separated team.
+ Ability to successfully interact with youth (e.g., 5-19 years of age) as well as adult learners.
This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.
This position requires driving a university vehicle or a personal vehicle on behalf of the university; therefore, the incumbent must successfully complete a motor vehicle history check, possess and maintain a current, valid driver’s license in their state of residence, be determined to be position qualified and self-report convictions as per University Policy 05-030.
What We Would Like You to Have
+ Master’s degree in youth development, volunteer development, education, family sciences, leadership, management, communications, agriculture or a closely related field.
+ Experience within public education, higher education, vocational education or Extension Service education.
+ Experience providing leadership with the Juntos program or other culturally responsive college access programming.
+ Experience coordinating Extension Service programs.
+ Experience serving Latinx students in Oregon.
+ Experience developing and/or delivering curriculum around college access, financial aid, scholarships, or youth development (e.g., College Bound, AVID , ASPIRE ).
+ Experience in college or university academic advising; or experience teaching/counseling secondary or post-secondary individuals.
+ Familiar with the 4-H program and/or positive youth development principles.
+ Ability incorporating use of web, social media, newsletter or other digital technologies in program development or outreach activities to achieve goals.
+ Ability to secure external funding support for educational programs.
Working Conditions / Work Schedule
This position requires flexibility to work in a variety of settings and on evenings and weekends.
This position will serve Clackamas County and travel/driving will be required to meet with 4-H and Partnerships Unit team and partners, attend trainings and/or Unit programs, and to share information about assigned programs at conferences and other outreach opportunities as well as to fulfill the general work requirements of this position.
The primary work location for this position is the OSU Extension Service Clackamas County Office in Oregon City, Oregon. However, flexible work may be established viaOSU’s Flexible Work Arrangement Agreement Form (https://hr.oregonstate.edu/sites/hr.oregonstate.edu/files/2022-08/flexible\_work\_agreement.pdf) , with pre-determined periodic reviews of on-going work for continuation of the agreement.
