**Description:** We are seeking a highly experienced and proven strategic leader to oversee the operations of our Aguadilla facility in Puerto Rico, and executing our Puerto Rico Center of Excellence strategy, to include workforce strategy, community and government engagement, and processes with Lockheed Martin functional and business area stakeholders\. The Puerto Rico COE Lead and Strategic Partnerships Manager will be responsible for developing and implementing the overall business operations plan, ensuring compliance with local and national laws and regulations, and driving strategic alliances and partnerships\. The individual will be critical in maintaining strong relationships across partnering Business Areas, Talent Acquisition, University Relations, Government Relations and Community agencies\.
Key Responsibilities:
•Develop and execute the site's business operations plan, ensuring alignment with Lockheed Martin's Enterprise Operations organization
•Oversee day\-to\-day operations, including facilities, security, and workforce management
•Strong engagement model with employees, to include all hands, on\-site days, skip levels, round tables, etc
•Coordination of site specific activities to include communications, events, site visits, etc
•Partner with EBDT \(and various LM\) Executive team to develop Puerto Rico specific strategies
•Assess, strategize and implement areas of community engagement and sponsorship to strengthen LM Brand Build and maintain strong relationships with the Puerto Rico government, academia, and external partners to drive business growth and development
•Develop and track site metrics, monitoring project progress and implementing action plans for underperforming areas
•Ensure compliance with all legal, financial, and governmental regulations, as well as company policies and procedures
•Serve as a representative of Lockheed Martin in local government, university, and private sector engagements
•Oversee asset management, disaster recovery, and crisis management plans

Basic Qualifications:
•Exceptional customer relationship skills and ability to build long term relationships
•Exceptional communication skills both written and verbal with executive management, staff, customers and external partners
•Ability to obtain and maintain a Secret security clearance
•Familiarity with Puerto Rico building codes, industry standard, local employment and Business laws and office space requirements
•Experience interfacing with local building authorities and/or Fire Department on all construction permitting aspects\.
•Familiarity with OSHA and Environmental safety & Health requirements and regulations\.
•Proven knowledge and Experience in the use of project management concepts to include: project schedule, scope, cost, risk and deliverables
•Demonstrated ability to manage multiple projects and lead, prioritize, and delegate cross\-functional teams
•Proven leadership, decision making, and negotiation skills
•Experience Managing large diverse teams
•Bilingual in English and Spanish
Desired Skills:
•Familiarity and/or established relationships with DDEC/PRIDCO\.
•Proven excellent verbal and written interpersonal and communication skills including the ability to work effectively with customers, staff, management at various levels and diverse populations
•Demonstrated ability to identify and implement system efficiencies and continual process improvement
•Demonstrated ability to lead, coach and mentor individuals
•Experience coordinating site events
•Business/Financial Acumen – Budget management experience
•Familiarity with Lockheed Martin and Enterprise Operations

**Ability to Work Remotely:** Onsite Full\-time: The work associated with this position will be performed onsite at a designated Lockheed Martin facility\.
**Work Schedules:** Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees\. Schedules range from standard 40 hours over a five day work week while others may be condensed\. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits\.
**Schedule for this Position:** 4x10 hour day, 3 days off per week
