    Summary Senior MSA Supervisor responsibility for supervising MSA junior supervisors, team leaders or equivalent administrative patient support staff in an in-patient or out-patient clinic setting. Works in an in-patient and out-patient clinic setting. Assigns work by establishing priorities and determining deadlines. Knowledgeable of in-patient and out-patient clinic operations. Handles scheduling problems based on knowledge of clinic operation, policies, schedules and providers preferences. Responsibilities Duties include but are not limited to: Assigning and evaluating the work of subordinate staff. Resolving complex problems to ensure patient services are met. Evaluating new products, equipment, and systems in order to make recommendations for improved operations. Identifying educational or training needs. Making final decisions on selections; evaluating performance, and taking disciplinary action when necessary. Responsible for extracting and analyzing data in order to provide reports in support of performance measures to senior management. Responsible for ensuring compliance with all VA and facility policies and standards regarding outpatient scheduling and new patient consult management. Plans and organizes work with general assistance from the supervisor as to meet local and VA-wide time frames to complete analysis requirements, reports and special assignments and only refers to the non-routine and high technical problems to his/her supervisor. Responsible for reporting backlogs, difficulties in meeting deadlines, uncooperative personnel, or difficulty in securing information from clinicians or the record. Responsible for maintaining the confidentiality of information obtained to carry out required duties. Strives to meet the needs of customers while supporting VA missions. Communicates and treats customers in a courteous, tactful, and respectful manner. Provides the customer consistent information according to established policies and procedures. Handles conflict and problems relating to the customer in a constructive and appropriate manner. GRADE DETERMINATION REQUIRMENTS: Supervisory Medical Support Assistant, GS-8 Experience: Must have one year of experience equivalent to the GS-7 grade level leading or supervising MSAs or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting. Assignment. Supervisory MSAs at this level plan and direct programs at medical centers and/or satellite outpatient clinics. They have full responsibility for supervising at least one subordinate MSA team leader, supervisor, or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting. Assignments at this level include, but are not limited to: evaluating the work of subordinate staff; resolving complex problems to ensure patient services are met; evaluating new products, equipment, and systems to make recommendations for improved operations; identifying educational or training needs; making final decisions on hiring selections; evaluating performance, and taking disciplinary action when necessary. The employee has administrative and professional responsibility for planning and directing the subordinate lead, supervisor, and MSA's activities. Responsible for extracting and analyzing data to provide reports to senior management in support of tracking measures.] For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate ALL of the KSAs below: i. Ability to provide the full range of administrative and supervisory duties to at least one subordinate MSA supervisor or team leader in a patient support setting which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements. ii. Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations. iii. Ability to provide briefings, orientations, staff development, and training in a patient support setting. iv. Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs. v. Advanced knowledge of managing or leading patient support staff in a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment. Preferred Experience: Responsibility for supervising subordinate MSAs, team leaders, supervisors or equivalent patient support staff. Experience with identify educational and training needs of subordinate staff. Able to make final decisions on hiring selections. The ability to evaluate performance of subordinate staff. References: VA Handbook 5005/117, Part II, Appendix G45.The full performance level of this vacancy is GS-8.Physical Requirements: The work requires some physical exertion, such as extended periods of walking while making clinical rounds or making contacts with other services of the Medical Center. There are also some requirements for standing, twisting, bending, sitting, and carrying of supplies. Must be able to lift (30 lbs.) and carry short distances. Education There is no education substitute for this position. Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
