Summary This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application. Identifies and resolves issues from statistical analysis of the collected data associated with the QM program across all departments. Responsible for laboratory continuous readiness for regulating agency inspections and accreditation from agencies such as the Joint Commission (JC), College of American Pathologists (CAP), and Office of Inspector General (OIG). Oversees the records management program and laboratory document control program for the service. Implements and maintains coding and mapping for laboratory test ordering, reporting, billing, and workload recording systems. Analyzes emerging trends, software, and technology and adopts appropriate methods for local programs to meet agency goals. Serves as recognized expert to provide authoritative advice and consultation on laboratory quality management and laboratory information systems, including coding, workload, and billing compliance issues. Carries out day-to-day operations related to laboratory computer use and laboratory quality management. Implements data management solutions and interface connections between the HIS and laboratory instrumentation. Responsible for the development, deployment, and maintenance of Instrument Manager-based decision support algorithms (rules). Serves as the liaison between administration, clinical staff, and technical staff regarding the clinical, business, technical operations management processes associated with each specific laboratory application and CPRS. Ensures local compliance with information and cyber security requirements, including design maintenance of the computer downtime contingency plan, inventory and critical device lists, quarter computer access reviews, and annual testing and reporting of contingency testing. Develops and recommends new policies and procedures regarding the installation and use of the laboratory information system (LIS) or the hospital information system (HIS). Other duties as assigned. Education: A bachelor's degree or higher from an accredited college or university. Certification: Candidates must meet one of the certification options below. Generalist certification as an MLS given by ASCP BOC or AMT. Generalist certification as an MLS given by ASCP BOC or AMT. Categorical certification or Specialist certification by ASCP or AMT. NOTE: Categorical and specialist certifications are not acceptable for CLS Generalist positions or lab sections unrelated to the categorical or specialist certification held. Categorical or specialist certifications are acceptable for higher-graded positions within the relevant lab section or one of the non-section specific assignments (including, Ancillary Testing Coordinator, Education Coordinator, Laboratory Information Manager, Quality Manager, Laboratory Manager, Regional Technical Specialist, National Quality and Compliance Agent, Regional Program Manager, Regional Director, Laboratory Director, or National Quality and Compliance Officer). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). GS-12, Clinical Laboratory Scientist (Laboratory Information Manager) - Grade Determinations: In addition to the basic requirements for employment, candidates must meet the following grade-determining criteria for placement at grade levels specified. Experience: 1 year of creditable experience equivalent to the next lower grade level is required for all GS-12 assignments Demonstrated Knowledge, Skills and Abilities (KSAs): In addition to the experience requirements, the candidate must demonstrate the following KSAs: Knowledge of concepts, principles, and methodology of clinical laboratory technology in relation to laboratory information systems. Knowledge of laboratory operations and their relationship to the organization. Knowledge of laboratory computer systems sufficient to implement various laboratory associated packages and sustain operation of the laboratory system Knowledge of compliance and regulatory requirements for laboratory functions. Ability to adapt, implement and integrate the use of software to specific laboratory applications and processes, including the use of office automation software. Ability to independently plan, organize, set priorities, work as a team member, and effectively complete assignments.
