Summary This position is located within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Madison VA Medical Center Prosthetic and Sensory Aids Service (PSAS). This position serves as a Prosthetic Representative and works on various prosthetic and sensory aids programmatic assignments for PSAS. Responsibilities The duties of the Prosthetic Representative are to administer or perform work concerned with rendering prosthetic and sensory aids services to disabled patients. The work performed in this position requires the application and interpretation of laws concerning benefits available to disabled patients and of the regulations, procedures and practices based thereon and, a specialized knowledge of medical and psychological problems directly related to the use of prosthetic devices; and a specialized knowledge and understanding of the fabrication and satisfactory fitting of prosthetic devices. The administrative aspects of the work require an understanding of statistics, budgeting, contracting, procurement, human resources, the National Prosthetic Patient Database, inventory management and a knowledge of the Prosthetic national software package. Duties:- Plan, develop, and direct a Prosthetic and Sensory Aids Program.- Serve as an advisor to clinicians with regard to selection, prescription, and acquisition of prosthetic devices involving furnishing information concerning such matters as new developments in the field of prosthetics and sources of supply for such devices.- Interpret prescriptions of clinicians in order to make certain that proper prosthetic devices are selected for, or by the patients.- Authorize the purchase, fabrication or repair of prosthetic devices.- Maintain continuous liaison with manufacturers and dealers of prosthetic supplies, inspect their facilities and services and participate in the award of prosthetic appliance contracts.- Participate in investigative/research project studies by selecting patients as pilot wearers of newly developed prosthetic items, evaluate the usefulness of such items and compile data.- Give technical and administrative advice and assistance on prosthetic problems to other facilities.- Develop local organizational policies and procedures consistent with national policies and procedures- Authorize and prepare purchase orders.- Respond to a variety of correspondence i.e. contractors, Home Oxygen program issues, congressionals.- Implement new local and national guidelines.- Develop tools that allow monitoring of a quality assurance program.- Analyze, review and evaluate the results of various monitors and databases.- Coordinate specialty programs which include clothing allowance, Home Oxygen, Automobile Adaptive Equipment, Home Improvement Structural Alterations (HISA).- Provide employee training.- Responsible for the proper application of laws, rules and regulations. Three years of experience that demonstrates: knowledge of accounting methods; ability to analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computers software packages for word processing, spreadsheet development, and database management; ability to compile, research, analyze, comprehend, and apply information or data; and ability to work as a team member in a group setting.--OR- Education: Education equivalent to a bachelor's degree from an accredited university or college. --OR-- Experience/Education Combination: Equivalent combinations of experience and education are qualifying. Transcripts Required Grade Determinations: In addition to the Basic Requirements you must meet one of the following grade requirements:GS-9: Experience. At least one full year of experience equivalent to the next lower grade level (GS-7). In addition, the candidate must demonstrate the following KSAs: Ability to maintain and control an inventory system; and Knowledge of methods to identify trends and causation factors sufficient to analyze prepared data and gather information to inform and advise management.-OR-Education. Education equivalent to 2 full years of progressively higher level graduate education or master's or equivalent graduate degree from an accredited university or college in the field of business; a medical field, e.g., kinesiotherapy, occupational therapy, physical therapy, nursing, etc.; public administration; health administration; or those in related courses of study. Transcripts Required.GS-11: Experience. At least 1 year of experience equivalent to the next lower level (GS- 9). In addition, the candidate must demonstrate the following KSAs: Knowledge of prosthetic programs related to at least 2 specialty programs such as Spinal Cord Injury Unit (SCIU), Blind Rehabilitation Center (BRC), Traumatic Brain Injury (TBI), Home Based Primary Care (GBPC); Driver Rehabilitation Training, Orthotic and Prosthetic Laboratories, Optical Laboratories, or Prosthetic Implants; Ability to advise clinicians on the selection, prescription, and acquisition of a full range of prosthetic devices; Ability to maintain liaison with prosthetic supply manufactures and dealers by inspecting their facilities and services, and participating in the award of prosthetic appliance contracts by providing advisory services to contract specialists; and Knowledge of investigative/research studies for newly developed prosthetic items in order to select pilot wearers, and compile data on item's usefulness.-OR-Education. Education equivalent to 3 full years of progressively higher level graduate education or a Ph.D. or equivalent doctoral degree from an accredited university or college in the field of business; a medical field, e.g., kinesiotherapy, occupational therapy, physical therapy, nursing, etc.; public administration; health administration; or those in related courses of study. There are prolonged periods of working at a computer terminal. Ability to retrieve equipment from a storage room is required. Climbing associated with stocking and retrieval of equipment in storage areas may be necessary. Incumbent may carry/lift items weighing up to fifty (50) pounds.
