Overview
To provide overall program management end to end, from shaping and executing the program approach necessary to achieve the desired outcomes through to the expected delivery on OMBP programs, focus on OMBP lines of business, and uses a single SDLC methodology. Program Manager work essentially is to manage risk, budget, and dependencies, drive staffing demand, handle escalations, plan interventions to remove impediments and measure appropriate metrics for overall success of multiple projects and programs. Works closely with manager for guidance and supervision. The IT Program Manager will manage multiple Project Managers responsible for day-to-day delivery of project objectives.
Responsibilities
+ Provides overall leadership to programs which generally are focused on a single line of business or initiative, where scope is defined well, may include coordination with a vendor and uses a single SDLC methodology
+ Identifies program management execution and delivery approach and reviews with the Project Manager prior to leading the effort
+ Monitors program execution and delivery progress to ensure projects and outcomes continuously align with expectations and receives approval from manager and sponsor to course correct projects or overall program when necessary.
+ Facilitates regular briefings and key meetings with sponsors, stakeholders and staff regarding program budget activities, governance, risk and issues, roadmap delivery, key decisions and other program level events and ceremonies
+ Works with sponsors, stakeholders, product management and teams to create roadmaps, program objectives and estimate /refine budgets throughout lifecycle of the program, reviews with manager
+ Coordinates program projects and their interdependencies as well as other project dependencies external to the program and reviews with manager
+ Adhere to project and program management best practices by following the policies, procedures and methodologies established within the OMBP Project Management Framework and Systems Development Life Cycle
+ Ensures appropriate and required documentation is created and maintained on program and underlying projects
+ Collaborates with Enterprise Architecture to ensure program technology needs are being met and in alignment with enterprise direction and reviews with manager
+ Recommends and reviews governance, structure and controls that will be established for the program with manager
+ Monitors program performance metrics, using appropriate systems, tools, and techniques to identify gaps, areas of improvements and ensure action on program issues
+ Mentors Project Managers on the program, when needed on processes and procedures to develop, deploy, and release into production
+ Ensures program is staffed appropriately to deliver business goals and expectations
+ Reviews Organizational Change Management strategies with manager and ensures they are implemented on program for change management when necessary
+ Manage, mitigate, and resolve program risks and impediments and report risk status to stakeholders and manager Support teams in problem identification, resolution and improvement decisions
+ Participates in program management practice supporting the expansion and maturity of program management in the organization
+ Assist with Program Planning readiness and Pre and Post Program Planning activities
+ Provide other resources as necessary for teams to successfully execute their Vision and Roadmap
+ Reinforce Agile, SCRUM, Kanban, SAFe's (if applicable) and Waterfall critical success factors
+ Keep backlogs fully visible to all
+ May perform other duties as assigned
Qualifications
+ Requires a minimum 6+ years of technical product/project management in delivering small to medium technical projects and services
+ Requires 3+ years managing a team
+ Experience in SDLC Methodologies, SAFe, Kanban, Agile, SCRUM, SDLC / Waterfall
+ Experience in project leadership and execution, including initiatives with technology, processes, cross-functional teams and external partners
+ Skilled in project management to include establishing and leading project teams; managing timelines/deadlines/resources; ensuring successful project implementation
+ Knowledge of project lifecycles and development methodologies
+ Experience in IT resource allocation and management
+ Experience working and participating in cross-functional, multi-dimensional teams and projects
+ Experience in managing multiple priorities independently and/or in a team environment to achieve goals
+ Significant experience in collaborating across organizational boundaries and building partnerships across various functions
+ Experience in leading, guiding, and coaching professional staff
+ Experience in vendor engagement related to project delivery
+ Experience building effective relationships through rapport, trust, diplomacy, and tact
+ Experience in researching, analyzing, and problem solving
+ Experience in using innovative thinking to solve problems and facilitate the decision-making process
+ Significant skill exercising initiative and using good judgment to make sound decisions
+ Experience communicating with all levels within an organization
+ Experience in building strategic and execution focused plans and alliances with partner leadership
+ Experience resolving conflicting requests and meeting changing requirements
+ Project Management Professional Certification or other formalized Project Management training
+ Experience in presentation skills with essential executive presence
+ Experience in organizational, planning and time management skills
+ Significant verbal, interpersonal and written communication skills
+ Experience with word processing, spreadsheet, and presentation software skills
+ Bachelor's degree in Information Technology, or related field, or the equivalent combination of education and training
Desired Qualifications
+ Expert knowledge of OMBP functions, philosophy, operations, and organizational objectives
Hours: Monday - Friday, 7:30AM - 4:30PM
This job posting is for the Overseas Military Banking Program (OMBP) operated by Navy Federal Credit Union. The position is located in San Antonio, Texas and will be supporting Navy Federal’s contract with the Department of Defense to operate OMBP
