Responsibilities:
+ Responsible for a variety of tasks including installation, upgrade, configuration management, monitoring, and maintenance of NYCT’s LAN/WAN (routers and switches) telecommunication systems such as ATS-A, PACIS, PSLAN, VoIP Network, and AFC.
+ Additional responsibilities include database management; programming, maintaining, troubleshooting, and customizing network and data communications reports for various network hardware and mainframe systems: IBM Mainframe, Nortel SL-100, Avaya VoIP, Nortel BCN, Nortel BLN, Nortel ARN, Nortel Secure Router 3420, Nortel Avaya Router 1000, and Cisco router and switch series.
+ Strong network database application management is required for application systems such as SolarWinds, NNMi , WhatsUp Gold, Teoco , and Enterprise Asset Management (EAM).
+ The selected candidate serves as the liaison with various support and material vendors, in-house maintenance groups, and user departments; provides technical support, knowledge transfer, and training (as required) to other NYCT staff; manages projects during design; reviews procedures, drawings, and contract specifications; and oversees the implementation and turn-up of communication systems.
+ The candidate also provides critical maintenance support for next-generation and converging technologies such as VoIP and Cisco.
Education and Experience:
Telecommunications Associate I – IV (Voice)
1. A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in voice telecommunications (telephone, radio, microwave, fiber optic and cellular service), telecommunications technology, electronics, physics, and/or planning and analysis of electronics system and one year satisfactory full-time experience in the performance of analytical, planning, operational, technical, and/or administrative duties in a voice telecommunications or closely-related electronics planning, electronics management, and/or electronics service environment; or
2. An associate degree from an accredited college including or supplemented by 12 semester credits in voice telecommunications (telephone, radio, microwave, fiber optic and cellular service), telecommunications technology, electronics, physics, and/or planning and analysis of electronics systems and two years of the experience described in “1” above; or
3. A four-year high school diploma or its educational equivalent approved by a state’s department of education or a recognized accrediting organization and three years of the experience described in “1” above; or
4. A satisfactory combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education not used for meeting the minimum requirements in “1” or “2” above may be substituted for experience on the basis of each 30 semester credits of undergraduate college education, including or supplemented by 6 semester credits in voice telecommunications (telephone, radio, microwave, fiber optic and cellular service), telecommunications technology, electronic, physics, and/or planning and analysis of electronic systems for six months of the experience described in “1” above, up to a maximum of two years of experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least one year of the experience described in “1” above.
Special Note - Additional Requirements for Assignment Level IV
To be eligible for placement in Assignment Level IV individuals must have, after meeting the minimum requirements, at least two additional years of full-time experience as follows:
1) As a Telecommunications Associate (Voice) Assignment Level I, II, and III working for the City of New York; or
2) Performing analytical, planning, operational, technical, and/or administrative duties in a voice telecommunications, electronics planning, electronics management, and/or electronics service environment, one year of which must have been specialized work in a consultative or supervisory capacity.
Telecommunications Specialist I – III (Voice)
1. A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in voice telecommunications (telephone, radio, microwave, fiber optic and cell service), telecommunications technology, electronics, physics, and/or planning and analysis of electronic systems, and three years of satisfactory full-time experience in the performance of analytical, planning, operational, technical, and/or administrative duties in a voice telecommunications or closely-related electronics planning, electronics management, and/or electronics service environment, one year of which much have been specialized work in a consultative or supervisory capacity; Or
2. An associate degree from an accredited college including or supplemented by 12 semester credits in voice telecommunications (telephone, radio, microwave, fiber optic and cell service), telecommunications technology, electronics, physics, and/or planning and analysis of electronic systems, and four years of experience as described in “1" above, one year of which much have been specialized work in a consultative or supervisory capacity; Or
3. A four-year high school diploma or its educational equivalent and five years of experience as described in “1" above, one year of which much have been specialized work in a consultative or supervisory capacity; Or
4. A satisfactory combination of education and/or experience which is equivalent to “1", “2" or “3" above. College education may be substituted for experience on the basis of six months of experience as described in “1" above for each 30 semester credits of undergraduate college education including or supplemented by 6 semester credits in voice telecommunications (telephone, radio, microwave, fiber optic and cell service), telecommunications technology, electronics, physics, and/or planning and analysis of electronic systems. However, all candidates must have at least a four-year high school diploma and at least three years of the experience as described in “1" above, one year of which much have been specialized work in a consultative or supervisory capacity.
Telecommunications Associate I – IV (Data)
1. A baccalaureate degree from an accredited college or university including or supplemented by 24 semester credits in data telecommunications/networking or in a scientific, technical, electronic or related area and one year of satisfactory full-time experience in the performance of analytical, planning, operational, technical, and/or administrative duties in a data telecommunications or closely-related electronics planning, electronics management, and/or electronics service environment; or
2. An associate degree from an accredited college or university including or supplemented by 12 semester credits in data telecommunications/networking or in a scientific, technical, electronic, or related area and two years of the experience described in "1" above: or
3. A four-year high school diploma or its educational equivalent and three years of the experience described in "1" above; or
4. A satisfactory combination of education and/or experience equivalent to "1", "2" or "3" above. College education not used for meeting the minimum requirements in "1" or "2" above may be substituted for experience on the basis of six months of experience as described in "1" above for 30 semester credits of college education including or supplemented by 6 semester credits in data telecommunications/networking or in a scientific, technical, electronic or related area for a maximum of two years of experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least one year of the experience described in "1" above.
Special Note ‐ Additional Requirements for Assignment Level IV

A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in data telecommunications/networking or in a pertinent scientific, technical, electronic or related area and three years of satisfactory full-time experience in the performance of analytical, planning, operational, technical, and/or administrative duties in a data telecommunications or closely-related electronics planning, electronics management, and/or electronics service environment, one year of which much have been specialized work in a consultative or supervisory capacity; or
2. An associate degree from an accredited college including or supplemented by 12 semester credits in data telecommunications/networking or in a pertinent scientific, technical, electronic, or related area and four years of experience as described in “1" above, one year of which much have been specialized work in a consultative or supervisory capacity: or
3. A four-year high school diploma or its educational equivalent and five years of experience as described in “1" above, one year of which much have been specialized work in a consultative or supervisory capacity; or
4. Education and/or experience equivalent to “1", “2" or “3" above. Desired Skills:
+ Strong knowledge of networking switches and routers .
+ Experience in VM Database Management and Provisioning.
+ Strong database application management experience
+ Strong understanding of general data communication (GDC) Spectra-comm main frame
+ Call Center management experience (preferably in an Avaya or Cisco Call Manager environment).
+ CCNA, CCNP certification a plus
+ Experience in troubleshooting IBM mainframe, Nortel SL-100, Nortel BCN -BLN-ARN, Nortel Secure Router 4320, Nortel Avaya Router 1000 and Cisco routers / switches
+ Good written, verbal, and interpersonal skills.
