POSITION OVERVIEW

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
+ Function as the Office Manager and supervise the support staff responsible for processing the division’s payroll, accounts payable, purchasing supplies and services to ensure that the division's needs are met.
+ Perform as the division’s liaison to: Human Resource Liaison Committee, Purchasing Liaison Committee, Technology Steering Committee, Budget Liaison, and the Combined Municipal Campaign Liaison Committee.
+ Manage personnel responsible for processing all incoming and outgoing correspondence, file maintenance and archival, scheduling meetings for the Director and supervising the day-to-day operations of the Director’s office.
+ Distribute and interpret policies and procedures, schedule training classes and distribute class schedules to the division, monitor EPE processing and ensure adherence to the City’s driving policies by the division.
+ Research, monitor and track all budgetary expenditures. Research and prepare various reports as required by management. Approve and process purchase requisitions. Prepare and evaluate the division’s annual budget, including capital equipment and the 5-year forecast.
+ Maintain tracking report of all receivable transactions. Responsible for the deposits of parade and street function fees.
+ Manage the daily functions of Houston Civic Events, Inc., including tracking all income and expenditures, managing the Board of Directors' communication and ensuring that the organization meets all legal and financial requirements as directed by federal and state law as well as city ordinance and administrative procedure.
+ Make high-level contacts of a complex and confidential nature, both internal and external of the department. Represents the Director at various meetings when called upon.
+ Compose, edit, type and distribute correspondence.
+ Process all personnel requirements, including writing job descriptions, processing job postings and working closely with the Human Resource Department in hiring qualified applicants in accordance with the City’s hiring practices.
WORKING CONDITIONS
Requires lifting of moderately heavy items weighing up to 40 pounds. May experience long periods of walking and standing on rough surfaces. May be exposed to various weather conditions on outside assignments.
MINIMUM REQUIREMENTS
EDUCATION REQUIREMENT
Requires a Bachelor's degree in Business Administration, Accounting, Political Science, Psychology or a closely related field.
EXPERIENCE REQUIREMENT
Six years of pertinent, progressive professional experience in personnel, administration, accounting or a closely related field are required.
A Master's degree in Business Administration, Public Administration or a field closely related to the work being performed may be substituted for two years of experience.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.
