This posting is for an Engineering Technician III in the Division 9 Utilities Unit. This position will serve as the Division Utility Coordinator. This position will be responsible in the facilitation and management of the relocation, adjustment, removal and additions of utilities along NCDOT highways and Right of Way while maintaining the integrity, mobility and safety of the highway system for its users. This individual will manage projects and engineering resources in support of engineering design activities and project schedules for NCDOT Division Managed Project. The position will have to make critical recommendations and represent the Division Utility Engineer and Senior Division Utility Coordinator, along with the Division Construction Engineer, presenting these decisions to both internal and external departments to ensure project delivery schedules are maintained. In addition, this position will be required to perform and assist in the development of final review of utility analysis and routing reports, utility relocation plans, special project provisions, project estimates and cost responsibility determinations. The position will be responsible for providing supervision, along with technical training, to assigned staff consisting of approximately 5-8 DOT/CEI inspectors in the Division Utilities Unit in support of the Division Managed Project Program. + Experience communicating and negotiating with public agencies, contractors and/or utility companies.
+ Experience in project management scheduling and coordinating multiple factors in the project.
+ Experience planning and coordinating utility relocations.
+ Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision.
Additional Expectations:
The applicant should have a base working knowledge to use computers for office work (MS Word, Excel, Access, SAP) and CADD (Microstation, GEOPAK). In addition, the applicant should have knowledge in NCDOT policies for accommodating utilities for water and sewer design. Ability to read, interpret and effectively explain utility/construction plans, contract provisions, standard specifications, inspection documents to employees, utility company personnel, consultants and NCDOT staff members.
Minimum Education and Experience Requirements

Associate’s degree in Civil Engineering Technology, Survey Technology or assigned discipline from an appropriately accredited institution and three (3) years of progressive technician level experience, or an equivalent combination of education and experience.
