    Position Description

    This is a non-civil service announcement. The Office of Financial Empowerment (OFE) Manager supports the Mayor’s Office of Economic and Community Development, which attracts and retains high-quality jobs in private commercial, industrial, main-street, and residential businesses and supports sustainable and equitable development throughout Davidson County. Reporting to the Senior Director of the Mayor’s Office of Economic and Community Development, the OFE Manager will be responsible for designing, launching, and leading a government office with a comprehensive and dynamic strategy to advance financial resilience for the community.

     

    The Office of the Mayor of Nashville is committed to enhancing community well-being through innovative projects and strategic initiatives. We seek to secure funding to support programs that address the needs of our diverse population.

     

    This position is expected to work in-person from the Mayor's Office, Monday - Friday from 8:00 am - 5:00 pm, with occasional evening and weekend hours as dictated by business needs.

     

    Relocation assistance is not available for this position.

     

    Mayoral staff (non-civil service) receive 15 days of Paid Time Off and 12 sick days annually.

    Typical Duties

    + Institutionalize the OFE infrastructure for sustainable success.

    + Analyze the financial empowerment landscape in the community to identify factors which could impact the success of the OFE and its mission.

    + Design a strategic plan for the OFE.

    + Develop public and private resources as needed to sustain and grow the operations of the OFE.

    + Identify and convene stakeholders as a formal advisory committee/board.

    + Launch the OFE.

    + Implement successful programs.

    + Develop and launch new financial empowerment programming and work to consolidate or coordinate existing financial empowerment programs under the umbrella of the OFE.

    + Develop metrics of success and analyze programmatic data to build a base of evidence of the impact of financial empowerment on the community.

    + Serve as the city’s recognized community expert on financial empowerment.

    + Engage and build relationships with a range of stakeholders including, but not limited to, internal city/county agencies, non-profit organizations and social service providers, advocacy and policy organizations, partners in other levels of government, financial institutions, academia, and other relevant stakeholders as required.

    + Convene stakeholders and partners from across sectors, including residents/those directly affected, to understand common financial empowerment challenges and potential solutions, with particular emphasis on historically disadvantaged groups such as communities of color, immigrants, etc.

    + Work with the Mayor’s Office of Communications and Legislative Affairs to manage political and communications work, sharing information about the OFE work publicly.

    + Highlight and share FE programmatic perspective on a relevant policy issues.

    + Lead the OFE to be a functional and contributing member of the national FE community.

    + Participate in national learning community meetings to learn and share best practices.

    + Learn from municipal FE experts, which includes shadowing experts in their cities.

    Minimum Qualifications

    EDUCATION AND EXPERIENCE

    + Bachelor’s degree and six (6) years of professional experience in legal, financial, or social services fields required, including five (5) years in a supervisory role.

    + Demonstrated understanding of the challenges individuals who are unbanked/underbanked, unhoused, or experiencing chronic financial trouble face.

    Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.

     

    Preferred Experience, Knowledge, Skills, and Abilities

     

    + Demonstrated familiarity with financial empowerment issues including banking, mainstream financial products, Community Reinvestment Act, financial counseling and coaching, community wealth building.

    + Demonstrated motivation, proactivity, and capability to drive results without constant supervision.

    + Demonstrated ability to manage public hearings and meetings with groups representing diverse opinions with the potential for confrontation and extreme emotionalism.

    + Demonstrated ability to organize and present highly technical information, development projects, budgetary philosophies, and policies.

    + Demonstrated ability to communicate effectively, both orally and in writing, make effective oral presentations, and prepare written reports.

    + Demonstrated ability to establish and maintain successful working relationships with departments, staff, government officials, and the public.

    + Demonstrated ability to develop and manage programs, including metrics and outcome-based reporting.
