This is a full time position located at theCapitol Annex Building in Baton Rouge, LA.
This position will be filled as an internal promotion; you must be a current permanent employee of the Department of Culture, Recreation, and Tourism, serving in a Classified position, in order to qualify.
About this position:
This position serves as the IT Technical Architect responsible for a large scale, complex, statewide enterprise network. Primary responsibility is the architecture, planning, implementation, and management of a secure statewide network running secure statewide enterprise systems as well as providing WIFI for public access at over 60 sites statewide. Functions include performing administrative, supervisory, management, and highly complex technical work and responsibility for the design, procurement, installation, operation, and maintenance of the highly complex statewide information management network; does related work as required. Supervision is received from the IT Administrator.
10+ years of experience being a Network Engineer/Architect over a large enterprise network is a preferred qualification.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Seven years of experience in information technology; OR
Six years of full-time work experience in any field plus five years of experience in information technology; OR
An associate's degree in information technology plus five years of experience in information technology; OR
A bachelor’s degree plus five years of experience in information technology; OR
A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology; OR
A master’s degree plus four years of experience in information technology.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

JOB DISTINCTIONS:
Differs from IT Technical Engineer by the presence of responsibility for architecting enterprise information technology technical systems and solutions that are outside of the scope of the Office of Technology Services.
Differs from IT Manager by the absence of managerial responsibilities for one or more information technology functions that are outside of the scope of the Office of Technology Services.

EXAMPLES BELOW ARE A BRIEF SAMPLE OF COMMON DUTIES ASSOCIATED WITH THIS JOB TITLE. NOT ALL POSSIBLE TASKS ARE INCLUDED.
At this level, scope of work involves the planning, design and development of all components of large scale and high impact enterprise technical solutions, including budgetary considerations and allocation of resources to accomplish project goals.
Architects enterprise technical system solutions. Determines project timelines, budgets, and other necessary resources. Develops system design and integration points with various technologies. Evaluates testing results, prepares implementation schedule, and ensures functionality post-implementation.
Evaluates the enterprise information technology portfolio and provides recommendations on priorities to management personnel.
Meets with agency management and executives to determine strategic needs as relative to enterprise applications systems. Prepares proposals how information technology applications will meet those needs.
Architects highly complex systems involving networks, databases, applications, etc. and plans maintenance activities to ensure seamless integration across all components. Provides updates on project statuses to management personnel.
Applies an expert understanding of the technical system landscape in order to ensure that system development activities are successful. Reviews the work of lower-level personnel relative to the development of specific system components.
Coordinates teams of IT professionals to ensure continuity of technical systems; oversees installation and maintenance activities. Guides teams in developing solutions to address future needs.
May respond to highly complex technical system troubleshooting requests. Provides troubleshooting guidance to lower-level IT personnel as needed.
Responds to technical emergencies as needed. Resolves highly complex system issues and guides lower-level personnel in emergency resolutions.
Manages the development and continuous improvement of procedures for highly complex technical systems. Serves as a liaison for information technology vendors, technology users, and agency management relative to the assigned technical systems.
Researches and evaluates new application technologies; provides recommendations to management personnel to improve enterprise application performance and align with the agency's goals and objectives.
Provides specialized training to applications staff on tools, techniques, and procedures as it pertains to the assigned technical systems.
