Job Description

Shift Requirements : 8:00 a.m. - 4:30 p.m., M-F (Flex Time Available)

Who we are: This position serves as the Assistant Contracts Engineer in the Contracts and Specifications Bureau. The Assistant Contracts Engineer serves as a key leader in the bureau and assists in coordinating the preparation and processing of lettings for the Contracts and Specifications Bureau. The bureau conducts the lettings for highway projects throughout the state. A letting is a process by which contractors submit sealed bids for projects that are to be constructed. There are twelve lettings each year and each letting has a ten-week schedule. The average size of each letting is 70 proposals totaling about $111 million. The administration and oversight of these lettings by the Assistant Contracts Engineer involves the following:

As a Transportation Engineer Senior (Assistant Contracts Engineer) , your duties will include, but are not limited to:

+ Assist the Bureau Director in a variety of administrative tasks associated with the general bureau operations. Specific tasks include direct, manage, and coordinate the activities, responsibilities, and personnel of the Contracts and Specifications Bureau Staff. Represent the Bureau Director at various meetings.

+ Bureau Process Improvement and Quality Control. Act as a liaison between the Contracts and Specifications Bureau and other DOT bureaus and districts for process improvement for issues specific to plan-turn-in, addendums, plan changes, etc. Work with the Proposal and Estimating Section to identify special items or projects that require additional resources or tools to improve Engineer's Estimates and contract time estimates or research on products, materials or methods to support estimates.

+ Analyze the impact of proposed or existing Federal or State policies, rules, and legislation upon the operations of the Contracts and Specifications Bureau, and the Department. Propose changes and assist in the development of these policies, rules, and laws where appropriate.

+ Oversee the development and implementation of automation and technology initiatives to increase the efficiency of the Federal and State transportation program delivery. Maintain an awareness of changing technology needs of the department and of development of technology outside of department use that may provide benefits to the department.

+ Develop and maintain expertise in anti-competitive bidding practices and in techniques for detecting collusion and bid rigging.

Special Requirements:

+ Must have, or prior to appointment, must obtain an active Iowa Professional engineering license through the Iowa Professional Licensing Bureau – Engineering and Land Surveying Examination Board.

+ Must possess and maintain a valid driver’s license.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) All of the following (a and b):

a. Licensure as a professional engineer; and

b. Four years of full-time professional work experience in transportation engineering or civil engineering.

2) All of the following (a, b, and c):

a. Licensure as a professional engineer; and

b. Three years of full-time professional work experience in transportation engineering or civil engineering; and

c. Graduation from an accredited college or university with a master’s degree in chemical, civil, construction, environmental, materials, structural, or transportation engineering; engineering management; or a field closely related to transportation engineering.

3) Current, continuous experience in the state executive branch that includes 18 months of full-time work as a Transportation Engineer Specialist or Transportation Engineer Manager.

Additional Qualification Requirements

Prior to appointment, applicants must possess active licensure as a professional engineer by the Iowa Engineering & Land Surveying Examining Board.
