MassAbility is seeking a dynamic professional for the role of Senior Budget and Financial Manager. Our applicant will ensure all financial and spending plans are in compliance with existing state, federal, Department laws, rules, regulations, policies and procedures as well as supporting the challenging needs of our consumers. This role will be creating a new relationship between the Community Livings (CL) and Statewide Head Injury Program (SHIP), the Acquired Brain Injury Non-Residential Habilitation (ABI-N), Moving Forward Plan Community Living (MFP-CL) waiver program, and Money follows the Person Demonstration Grant, as well as Career Services and will partner closely with the Community Livings (CL) and Career Services (VR) staff to provide budget projections, contract/administrative monitoring and technical assistance. The Senior Budget and Financial Manager will provide expertise and technical assistance in matters of fiscal management, analysis, evaluation and reporting of state, federal and trust accounts to ensure conformity; review and analyze budget data for assigned accounts to ensure maximum efficiency of MassAbility fiscal policies; provide program administrators, Assistant Commissioners, Budget Director, and Chief Financial Officer with critical fiscal information needed for effective administration. The incumbent will be a leader in promoting MassAbility learning and participatory performance culture with an emphasis on high performance teams, individual performance/contribution/impact, and engagement in activities to promote and support a program/division/agency (e.g., committee membership, Roadmap workgroup membership, presenting at Town Halls, achieving learning and performance goals). They will be a leader in supporting MassAbility’s commitment to diversity, equity, inclusion and racial equity, as well as innovation and transformation and change, and be a leader in creating a culture of agility, excellence, and belonging. */_Duties and Responsibilities (these duties are a general summary and not all inclusive):_/* * Oversee budget and determine steps to address financial concerns within the area/districts as well as reporting directly to and working with the Budget Director to provide data that informs the overall agency budget. * Develop and manage regional (i.e., Area/District Offices) and/or department internal spending plans for all assigned federal, state and trust accounts. * Communicate with the Budget Director regularly to provide financial projections for the fiscal year; inform/assist with the annual Spending Plans for assigned accounts and develop program expenditure reports. * Provide recommendations for the preparation of annual/budget requests based on historical and prospective spending; identify and provide policy recommendations on budget reporting. * Assist in the development and compliance with applicable internal controls; Prepare all budgetary documents for agency oversight approval and resolve any processing problems. * Perform monthly/quarterly reviews and audits in Case Management system and/or state accounting system (i.e., MMARS) to ensure commitment and payments are inline to period of performance requirements. * Manage contract activation and consumer enrollment in EIM with written confirmation and approval from program managers and contract monitoring/reconciliations. * Establish quality and efficiency standards in all areas of responsibility and ensure that these standards are measured and reviewed on an ongoing basis. * Assist Program Managers with new program initiatives, new approved services, new grants to ensure financial sustainability, creation of budgets for new grants and review/signoff with Budget Director’s approval. * Assist program managers with chapter 257 rate impact analysis and provide total impact perspective to Budget Director. * Summarize financial risks/opportunities to Budget Director/CFO for strategic direction and approval (completing the fiscal responsibilities such as encumbrances, amendments, etc.). * Provide and monitor ongoing technical assistance and guidance to Assistant Commissioners, program administrators and /or program directors/coordinators on spending plan completions, account reconciliation, report development, the Massachusetts Management Accounting and Reporting System (MMARS). */_Preferred Qualifications:_/* * o Knowledge of the principles and practices of financial management, including financial analysis, process and reporting; governmental and regulatory reporting requirements. o In-depth knowledge of the state budget process, accounting system, purchasing, revenue management and expenditures; experience with Massachusetts state finance software (MMARS). o Innovative and resourceful self-starter, who is capable of juggling multiple tasks and remains flexible to adjust to changing situations to meet changing program requirements. o Diplomatic, solution oriented, and ability to effectively communicate constructive feedback with various stakeholders including colleagues and staff, state agencies, federal agencies and other external stakeholders. o Ability to quickly synthesize financial issues and make solid recommendations. o Ability to communicate clearly and effectively to all levels of management o Ability to perform ad hoc analysis as needed. o Skilled in exercising a high degree of initiative, judgement, discretion and decision making to achieve objectives. o Critical thinking skills, using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems. o Record of work in multidisciplinary teams that share and leverage the strengths of its members. o Demonstrated understanding regarding the service needs of persons with disabilities. o Proficient usage of Microsoft Office products including Word, Outlook, and Excel. *_About MassAbility_* MassAbility provides services that break down barriers and empower people with disabilities to live life on their own terms. Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines.
