Description of Job
What you'll be doing -
• Staff authority on the analysis of managed care entity (MCE) quality, utilization, and contract performance.
• Uses data analytics to direct management on health program decisions and performance improvement activities in the ACC/Delivery Systems Division, Planning and Implementation Section in the Cost Control and Quality Improvement Office (CCQI) .
• Increases the level of coordination and accountability for RAEs by conducting analysis of program quality and utilization patterns and strategies for improving the state’s performance in CMS Core Measures and other Department metrics.
• Analyzes and determines policy changes required by the evolving ACC program.
• Translates analyses into easy-to-understand communications for various internal and external audiences and directs ACC staff members in taking action to improve MCE performance.
• Serves as the liaison between ACC Planning and Implementation Section and the Quality Section, particularly in relation to implementation of the External Quality Review Organization contract.
• Determines the appropriate analytical strategies for the analysis of operational compliance and program oversight.
• Monitors program outcomes and provides the ACC team with information on potential areas of improvement.
• Implements quality control processes around work products developed in areas related to data analytics and performance measurement.

MINIMUM QUALIFICATIONS:
There are two ways to qualify for this position:
Experience Only:
Seven (7) years of relevant experience conducting policy research, analyzing data, and producing reports based on the findings, equal to seven (7) years
OR
Education and Experience:
Bachelor's degree from an accredited institution in P ublic Administration, Public Policy, Public Health, Health Care Administration, or a closely related field.
AND
Three (3) years of professional experience conducting policy research, analyzing data, and producing reports based on the findings .
Preferred Qualifications & Special Qualifications:
+ Experience in policy research, analysis or evaluation
+ Experience or knowledge of health care insurance, such as managed care health plans or Medicaid.
+ Data Analysis experience using Tableau Reader and Microsoft Excel
+ Experience using data analytics to guide health program decisions and health care performance improvement activities
DEFINITION OF PROFESSIONAL EXPERIENCE: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.
