    About this Unit:

    This position is located within the Colorado Department of Human Services (CDHS) Behavioral Health Administration (BHA) which is responsible for policy development, service provision and coordination, program monitoring and evaluation, and administrative oversight for the behavioral health system.

     

    Additionally, the Behavioral Health Administration (BHA) leads and promotes the State’s behavioral health priorities, ensures that behavioral health services respond to the changing needs of communities, monitors State and local data, and continuously evaluates State efforts. In collaboration with other state agencies, BHA is accountable for the delivery of behavioral health services in Colorado. It bestows a streamlined and efficient government approach to support quality care while minimizing the burden on providers so that they can focus on service delivery. BHA is responsible for behavioral health policy development and effective collaboration with cross-sector partners working in and around the behavioral health system and along the continuum from prevention to treatment and recovery. BHA works in partnership with State agencies to reduce bureaucracy and fragmentation.

     

    This position is located within the Technology and Data Division of BHA. The Technology and Data division is responsible for the end-to-end data and digital strategy for the BHA, including:

     

    + Designing and building easy-to-navigate digital services that get people the information they need, faster;

    + Producing actionable insights and evaluation that drive better outcomes;

    + Promoting transparency and data access to drive accountability and continuous improvement;

    + Improving data quality and information flows between providers and the BHA, reducing administrative burden; and,

    + Maintaining critical data infrastructure that supports the delivery of the BHA’s services.

     

    The data insights and evaluation function of the Technology and Data division includes assessing equitable access to quality behavioral health services for people in Colorado among publicly-funded programs, monitoring quality of services delivered by behavioral health providers as well as population-level outcomes for communities in Colorado. The division is also responsible for reporting information and answering questions about behavioral health service delivery to various partners or funders such as advisory boards, other state agencies, the federal government (SAMHSA), the Colorado General Assembly, and the Governor’s office

    About this Position:

    Analyzes and Interprets Data:

    This position designs process, outcome, and cost evaluation studies to assess BHA-funded programs and services against BHA objectives. Specific evaluation projects vary from year to year based on BHA’s evaluation priorities and may address a range of topic areas, including mental health and substance use disorders; acute care; children, family, and youth; and other behavioral health-related topic areas.

    Data Collection:

    When existing data sources and/or tools are not available, this position designs and uses original data collection instruments, such as surveys, key informant interviews, focus groups, and observation checklists to collect data needed to complete evaluation studies and/or to report on performance measures.

    Data Analysis and Interpretation:

    Uses SQL, Python, and/or R software to conduct descriptive and inferential statistical analyses of quantitative data collected or used in process, outcome, or cost evaluation studies and/or performance measurement efforts designed as part of Duties A and B; uses manual methods or appropriate software to summarize and interpret meaning from non-numeric data collected as part of qualitative study designs.

    Prepares Written and Oral Presentations:

    Prepares and presents written and oral reports on performance measurement and evaluation methods, results, key findings, and programmatic implications for a variety of audiences at local, statewide, and national levels.

    Technical Assistance on Evaluation Concepts:

    Provides evaluation technical assistance and training (formal and/or informal) to internal BHA staff and/or external stakeholders or grantees in program evaluation concepts.

    Minimum Qualifications

    Experience Only:

    Six (6) years of relevant experience in leading research and/or evaluation projects, including methods design, development of data collection tools, quantitative and qualitative analysis, and reporting or closely related field

    OR

    Education and Experience:

    A combination of related education in program evaluation, public health, public administration, economics, finance, business management, community and behavioral health, sociology, applied social science research, statistics, psychology, or a closely related degree and/or experience leading research and/or evaluation projects, including methods design, development of data collection tools, quantitative and qualitative analysis, and reporting equal to six (6) years

    Preferred Qualifications:

    + Experience with SQL, Python, Tableau and/or R software

    + Subject matter expertise in behavioral health, substance abuse disorder or public health programming

    + Experience leading evaluations of behavioral, mental health, substance use disorder or public health

    Conditions of Employment:

    + This position is delegated as a hybrid position. The employees must maintain a home office,

     

    internet, and possibly phone to complete required job duties or report to the office when needed.
