Hybrid Workplace Arrangement:
Although this position will be designated under the department’s hybrid workplace program, it will still be required to report to the department office on a scheduled basis and at the discretion of the supervisor, based on business need.

Description of Job
The Colorado Public Utilities Commission (PUC) serves the public interest by effectively regulating utilities and facilities so that the people of Colorado receive safe, reliable, and reasonably-priced services consistent with the economic, environmental and social values of our state.
Position : SGA 35087
This temporary position supports the Commission Policy and Research Support unit by r eviewing, compiling, and analyzing data related to energy assistance programs and disconnections. The position creates reports and figures in Microsoft Office Suite to summarize the trends in existing data regarding the functionality of current assistance programs, disconnection procedures, and how these procedures are impacting low-income households. Additionally, the position helps improve and refine data management processes for the Utility Bill Help program.
Duties include, but are not limited to:
+ Gathering data related to energy assistance programs and disconnections;
+ Utilizing program data to create reports and figures to provide summaries indicating trends in program functionality, disconnection procedures, and impact on lower-income households;
+ Reviewing data for gaps in information that could improve trend analysis;
+ Supporting the program by assisting in data collection, organization, and refinement.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
MINIMUM QUALIFICATIONS (MQs):
Option 1: Experience
+ One (1) year of experience performing para-professional or research support work, performing at least two (2) of the following:
+ Demonstrated experience creating reports and figures to summarize trends;
+ Demonstrated experience compiling and analyzing data;
+ Experience working according to detailed policies, procedures, and deadlines.
Option 2: A Combination of Education AND Experience
A combination of education and experience which amounts to one (1) year, including the following:
+ Partial credit demonstrating completed college/university coursework that did not result in a degree (please attach an unofficial copy of transcripts); and
+ Experience performing para-professional or research support work, performing at least two (2) of the following:
+ Demonstrated experience creating reports and figures to summarize trends;
+ Demonstrated experience compiling and analyzing data;
+ Experience working according to detailed policies, procedures, and deadlines.
+ Note: The combination of both education and experience will need to amount to one (1) year.
OR
+ Partial credit demonstrating completed college/university coursework in an accredited community college, college, or university that did not result in an Associate's or Bachelor's degree, amounting to one (1) year (please attach an unofficial copy of transcripts).
A copy of your transcript verifying the required credits must be received by the application deadline in order to be considered, if qualifying with a combination of education and experience.

SUBSTITUTIONS:

Preferred Qualifications :
+ Experience utilizing databases, including entering, compiling, updating, troubleshooting, analyzing and tracking data;

+ Demonstrated experience analyzing data to identify program deficiencies and provide suggestions for improvements;
+ Demonstrated experience working with an energy assistance and/or utility program.
