About this Unit:
The Division of Child Welfare (DCW) provides a range of leadership, management and supervisory functions related to the administration of child welfare services to children, youth and families. DCW provides supervision for all child welfare programs in Colorado’s 64 counties, and delivers technical support, monitoring, program improvement, regulatory oversight and other quality assurance functions.
DCW allocates and oversees approximately $600,000,000 in federal and state grants for county programs and operations. DCW develops, analyzes and implements legislative, budgetary and policy initiatives and recommendations related to public child welfare services in Colorado. DCW develops policy, rules and agency administrative directives and procedures to be implemented at the county level. DCW provides program expertise and consultation to counties and researches, advances, and promotes best practices and evidence-informed programs. DCW manages and coordinates State efforts to maximize federal revenues and program requirements, including the Child and Family Services Review and Program Improvement Plan, Title IV-E, IV-B/Annual Progress and Service Report, and the federal reporting systems (AFCARS, NCANDS and Colorado’s automated case management system, TRAILS).
DCW is one of five divisions/units within the Office of Children, Youth and Families, which consists of the Divisions of Youth Services and Child Welfare, the Domestic Violence Program, Medical Oversight Unit, and the Juvenile Parole Board. The Office is under the oversight of the Director of the Office of Children, Youth, and Families and that position reports directly to the Executive Director of the Department of Human Services.
The Finance Unit is charged with overseeing two major programs within the Division of Child Welfare:
+ Budget & Contracts: This program supports the programmatic needs of the Division by negotiating, implementing, monitoring and managing contracts or interagency agreements to assure effective delivery of goods and services, including monitoring contract compliance and/or contract financial performance to verify contract terms, services to be provided, payment schedules and contract and/or payment process. This program supports the programmatic needs of the Division by administering contract compliance and performance requirements including prevailing industry practice for similar goods and services and evaluation overall vendor performance. This program supports the programmatic needs of the Division by researching and compiling statistics on demographic factors, various markets and economic conditions, analyzing data, and preparing reports and recommendations.
+ Finance & Policy Analysis: This program supports the programmatic needs of the Division by analyzing, formulating, presenting, implementing, executing, and monitoring and/or reviewing all aspects of the Division’s budget/s. This program employs economic and fiscal analysis and practices to assess the impact of proposed legislation on the Division’s budget/s and/or operations. This program drafts and reviews budget requests and makes recommendations based on the analysis of the Division’s mission and structure, management, and program priorities and funding, and legislative and regulatory mandates or constraints. This program also assesses and analyzes the political, social, and environmental climates and projections to formulate the Division’s future initiatives and directions in concert with Division effectiveness and efficiency standards.
In both program areas, this work unit exists to ensure continuous quality improvement of all activities. This includes working in cooperation with both the CDHS Budget and Policy, Contracts and Procurement, and Accounting Divisions, county departments of human or social services, vendors, and various legislative committees, including, but not limited to the Child Welfare Allocations Committee to understand the practice needs and to formulate fiscal strategies that align with these needs.
About this Position:
Our unit is committed to fostering a culture centered on growth, collaboration, and recognition. We prioritize regular teamwork and a supportive environment to ensure success in our fast-paced and consistently busy operations throughout the year. This position is the Financial Unit Manager, who acts strategically on behalf of the Division Director to assure requirements are met to maximize all sources of revenue (i.e., state and federal). This position is necessary in that federal funding is a major source of funding for Child Welfare, and there are stringent requirements, which the federal office (Administration of Children and Families) places on such funding. This position develops any corrective action plans necessary to maintain funding. This position coordinates all fiscal management functions and supervises the daily operations of the Finance Unit. This position identifies key areas for revenue generation and directs staff resources to those areas. This position is the subject matter expert in the recently implemented outcomes methodology, which will direct approximately $500 million to 64 counties.
+ Oversees and reviews the supervision and preparation of all budget documents for the Division of Child Welfare Services. Responds to questions regarding fiscal issues to the Office of Strategic Performance & Budgeting (OSPB) and the Joint Budget Committee (JBC). Oversees and reviews all fiscal notes regarding pending legislation.
+ Serves a critical role with other Divisions and Offices with regard to fiscal decisions and priorities. Looked to for leadership and direction with regard to fiscal matters, including federal resource management (i.e. TANF MOE, IV-E, and Title XX). Liaison and a collaborator with the County Directors, County Commissioners, and Colorado Counties, Inc. with regard to Child Welfare fiscal issues.
+ This is a high-level professional management position, which functions as a departmental, division, subject matter expert in the area of child welfare funding, including but not limited to federal Title IV-E, Title XX and TANF. Supervises federal revenue programs, county allocations and funding, rate setting, and Child Welfare allocations to 64 counties. Additionally, this position functions as subject matter expert in the area of child welfare contracts and procurement and supervises all child welfare related contract activities including methods of solicitation.
+ Reports to the Division Director and is a member of the Division’s Child Welfare Leadership Team (CWLT); working across all units to advise, direct and lead in the areas of fiscal management, maximization of federal funding, assuring federal requirements are met so that the State is not penalized; strategizing how federal funding can be raised above current thresholds. This position requires skills, which are based upon expertise in strategic planning, goal setting, reporting, fiscal management, and knowledge of Federal Programs. The Division Director/Deputy Director and Office Director/Deputy Director rely on this position for advice and consultation related to child welfare funding.
+ Responsible for ensuring that all unit team members work in a manner that is consistent with the Department, Division and unit standards. Prepares Position Descriptions, performance plans and evaluations, approves in-state, non-air travel and reimbursement requests and leave slips for direct reports, and approves all financial-related transactions for the Division.
+ Other duties as assigned

MINIMUM QUALIFICATIONS:
Option 1 - Experience:
+ Nine (9) years of relevant experience in an occupation related to the work assigned to this position

OR
Option 2 - Experience & Education:
+ Bachelor's degree from an accredited institution in a field of study related to the work assignment.
+ And Five (5) years of professional experience in an occupational field related to the work assigned to the position.
+ OR: Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for the degree requirement and two (2) years of the required experience.

+ Experience working with large budgets (multi-million+)
+ Experienced with contracts and procurement

+ Experience building decision items for legislation
+ Knowledgeable of Colorado rules and regulations as it relates to this role

Conditions of Employment:
+ The work requires occasional travel to oversee the unit’s auditing and monitoring functions or liaison with community partners and facilities; travel may occur any day of the week.
