Work Unit

The Field Services Section exists to address for the public, governmental entities, the regulated community, and the Department, technical and regulatory issues primarily related to compliance assistance and compliance assurance for drinking water and wastewater treatment facilities (and other discharging facilities) including the following activities: compliance evaluation inspections and sanitary surveys; technical and compliance assistance; regulation and policy development, and provision of technical services in support of the Water Quality Control Division’s (Division) programs to provide financial assistance for drinking water and wastewater treatment facility construction.

Job Description

This position is an Engineer in Training I which is an entry-level engineering position and completed work from this position will be reviewed by higher level engineers. This class reflects that the employee will be training on processes and procedures under the direct supervision of a PE II unit manager. This position exists to perform, track and assist in managing to completion, the broadest possible array of tasks and projects associated with the Section’s field-based engineering activities described above. Major elements of position responsibilities include performing technical field work that consists of field engineering evaluations of drinking water and wastewater treatment facility consistency with approved designs, engineering evaluations of treatment facility operations and performance, compliance inspections for drinking water and wastewater treatment facilities, field response and support of spills and drinking water emergencies, enforcement and other technical, field-based compliance assurance support and operator and other training, etc., providing assistance to the public at large, providing compliance assistance to facilities and individuals regulated by the Division.

MINIMUM QUALIFICATIONS:

Education/Licensure/Certification/Experience:

ABET accredited Bachelor's degree in engineering.

Substitutions

Current enrollment as an Engineer-Intern by the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors will substitute for the required degree.

PREFERRED QUALIFICATIONS

In addition to the minimum requirements, the successful candidate in this position should have the following experience:

+ Current or prior state government experience reviewing permits or applications for permits for a regulatory agency;

+ Relevant years of State service shall be considered;

+ Formal coursework in environmental, chemical, civil, or other engineering discipline;

+ Environmental protection directly related to implementation of governmental drinking water quality standards;

+ Experience reviewing and interpreting permit documents, development and construction plans and documents, regulations and other complex technical documents;

+ Registration as an Engineer Intern and/or successful completion of the Fundamentals of Engineering exam;

+ Ability to effectively communicate both orally and in writing with a wide range of partners;

+ Ability to communicate complex technical matters to non-technical individuals, including policy makers;

+ Ability to interpret and communicate public health and environmental requirements of the Department of Public Health and Environment;

+ Ability to synthesize and analyze technical information;

+ Excellent computer skills with Microsoft Word and Excel;

+ Excellent computer skills with Google Documents and Sheets.

+ Excellent critical thinking, interpersonal and conflict resolution skills.

Conditions of Employment:

+ Pursuant to CDPHE policy, a background check is required for all positions at CDPHE.

+ The position may be required to travel independently for trainings, meetings and site visits.

+ Must be available in the event of an emergency, and be required to report to work immediately at the regular or alternate location.

Appeal Rights:
