Your Specific Responsibilities:
Under general direction of the Senior Management Analyst Supervisor – SES (Administrator) over the Data Services Section, the Government Operations Consultant III-SES (Program Performance Manager) manages the Program Performance Unit and serves as a customer liaison for business analytics and reporting across Workforce Services programs. This position administers complex technical Workforce Services program functions and is a highly responsible position requiring extensive knowledge of Workforce Services law and department procedures relating to Workforce Services programs. The person in this position will be responsible for providing instructions and taking necessary actions. The performance of these functions and their coordination is required for consistency and efficiency of operations.
•Supervisory employees” are those who spend the majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and who have the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action, including all employees serving as supervisors, administrators, and directors.
This position is responsible for managing the flow of work through the Program Performance Unit by ensuring that projects and assignments are completed with the highest level of integrity, timeliness, accuracy and quality. Manages, supervises and coordinates unit activities relating to specialized work assignments and other related work as required including the preparation of reports, project analysis and correspondence. Prioritizes work and delegates responsibility of assignments to ensure accuracy, efficiency and completion of work by deadlines. Randomly reviews and evaluates unit work to determine if all work is in compliance with established standards.
Attends, conducts, organizes and participates in workshops, studies, conferences, staff meetings and reviews pertaining to the quantity of work performed in specialized program areas.
Supervises and assists subordinates with the resolution of more difficult or unusual programmatic and technical problems.
Motivates, trains, and evaluates associates.
Responsible for authorization of leave and attendance records. Prepares position descriptions, performance appraisals, and procedural changes due to changes in the work of the unit and department rules.
Identifies and analyzes problem areas and recommends any changes needed to improve and streamline existing procedures.
Required Knowledge, Skills, and Abilities:
+ Knowledge of the principles and practices of management and supervision.
+ Knowledge of Workforce Services laws, rules, policies, and procedures.
+ Knowledge of the methods of data collection and analysis.
+ Knowledge of Workforce Services law, rules, policies, and procedures.
+ Knowledge of basic public relations principles.
+ Ability to manage a Workforce Services program.
+ Ability to plan and organize work assignments and work cooperatively with others.
+ Ability to supervise people.
+ Ability to determine work priorities, assign work, and ensure proper completion of work assignments.
+ Ability to effectively communicate verbally and in writing.
+ Ability to establish and maintain effective working relationships with others.
+ Ability to understand and apply applicable rules, policies, and procedures relating to management of a Workforce Services program.
+ Ability to assess budgetary needs.
+ Ability to formulate policies and procedures.
+ Ability to collect and analyze data relating to the management of a Workforce Services program.
+ Ability to deal with the public in a courteous, tactful, and effective manner.
+ Ability to prepare reports relating to Workforce Services programs.
+ Ability to work independently.
+ Ability to solve problems and make decisions.
+ Ability to develop training materials and train others.
Qualifications:
As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.
Minimum:
+ Duties and responsibilities of this position must be performed at the official work site of the Department.
+ Ability to travel
Preferred :
+ 1+ year(s) management experience
+ Experience with database administration
+ Experience in project management
+ Experience in data analytics and data management
+ Experience in one or more of the following areas: Data management, Business Intelligence/Analytics, Microsoft Power Apps, and/or automation tools.
+ Knowledge of SQL, R and/or Python.
+ Knowledge of process improvement techniques
Pay:
$70,432.00 - $73,953.00 - Annually
