The Work You Will Do:
FMS/AMS Contract Specialist II / Traffic Operations
This position contributes to the agency by providing project management support to signal maintaining agencies charged with operating and maintaining the State’s traffic signal system. This position also supports the Agency’s Smart Work Zone initiative throughout District Four.

Annual Salary Range:
$54,155.83 - $70,084.01
A Competitive Area Differential (CAD) additive in the amount of $1,248.00 will be added to the annual salary.
Your Specific Responsibilities:
Develops and manages contracts, Work Program projects, and other types of agreements that support Traffic Operations. This includes project management responsibilities associated with procuring contracts; issuing task work orders; reviewing contract deliverables; reviewing and processing invoices; coordinating with Department personnel and other agencies associated with work under the contract; preparing contract correspondence; maintaining project files; and actively participating in project meetings. Participates on contract-related Technical Review Committees (TRCs).
Plans, analyzes, coordinates and/or evaluates contract administration tasks providing support to the Traffic Operations office. Analyzes all aspects of contracts, issues, and executes Task Work Orders, obtains amendments and supplements, secures fee proposals; ensures accuracy of the invoices submitted; tracks consultant performance grading for timeliness; ensures adequate and timely funding for all work performed under the contracts; inputs agreements and amendments into Florida Accountability Contract Tracking System (FACTS).
Develops and implements recommendations to management regarding process improvements to enhance the coordination, efficiency, and effectiveness of the contracting functions for Traffic Operations contracts.
Assists in the management of the Traffic Operations and Intelligent Transportation Systems budget.
Participates in meetings, on committees, task teams and other groups with internal and external customers to represent traffic operations interests. This includes providing useful commentary and review of work products, as well as developing correspondence and follow-up contact as required.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
+ Procurement rules pertaining to contract acquisition and contracts administration
+ Florida Department of Transportation standards, manuals, guidelines and practices
Skills in:
+ The use of personal computers and a variety of software
+ Communication, including written, verbal and effective listening
Ability to:
+ Manage workload to produce on-time resolutions to problems
+ Input and retrieve information from a computer database
+ Collect, analyze, and interpret engineering data
+ Work independently, plan, organize and prioritize assignments
+ Provide contract maintenance and review contracts for validity of requested supplements, amendments, time extensions, change orders and/or renewals and follow through the appropriate action
+ Establish and maintain effective working relationships.
Minimum Qualifications:
+ Two (2) years of business experience. An associate’s degree can substitute for the required experience. Florida Certified Contract Manager can substitute for one (1) year of the required experience.
