Position Overview and Responsibilities:
This is a highly complex accounting position which requires comprehensive understanding of Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), state statutes and other accounting requirements as defined by the Department of Financial Services.
BSS Accounting Section Administrator – Effectively supervises the performance of direct reports to ensure division and agency performance goals are met or exceeded and complies with Department and Division employment policies and procedures and the State’s statutes and rules.
+ Supervision - assigns balanced workload; ensures quality of work and that deadlines are met; monitors productivity, attendance, and professionalism in the workplace.
+ Directing Leadership - sets challenging goals; delegates and coordinates effectively; promotes innovation in achieving goals; sets examples for subordinates.

Accounting- Responsible for overseeing the retirement accounting area to ensure all duties are performed timely, accurately, and in conformity with established statutes, rules, policies, and procedures. Responsible for reviewing accounting policies, processes and reports and making recommendations to the Director of Retirement (or designee). Examples of duties include:
+ Ensure all Retirement accounting duties are performed timely and accurately, including but not limited to daily processing of retirement contributions, allocation of payments to customer accounts, and deposit in the bank; management of invoices and accounts receivable; daily transfer of retirement contributions to the State Board of Administration for investment; drawdown of cash to cover operational needs; remittance of federal withholding taxes; recouping benefit overpayments; reconciliation of revenues, benefit payments, refunds and other relevant accounting transactions; and assisting other Division staff and staff in the Bureau of Financial Management Services with regard to Retirement accounting issues as needed.
+ Review and make recommendations regarding the day-to-day accounting operations to ensure compliance with all departmental finance and accounting related policies.
+ Review accounting transactions quarterly and at fiscal year-end to ensure all revenues, disbursements and other entries are recorded accurately at the detailed level. Work with the Bureau of Financial Management Services as needed to make corrections. Prepare, input and review year-end accounting adjustments for all Retirement funds.
+ Act as liaison between the Division of Retirement and the Division of Finance and Administration for all finance and accounting activities and processes related to the state-administered pension plans.
+ Act as Division of Retirement representative for the Florida Planning and Ledger Management (Florida PALM) project. Ensure the Division’s needs are met, and work with other areas as needed to ensure a smooth transition to the Florida PALM system.
+ Evaluate effectiveness of current accounting practices and recommend improvements to the Director of Retirement (or designee), including by not limited to internal control structure; accounting related policies and procedures, and accounting processes, and assist in development and implementation as needed.
+ Review the non-operating budget authority quarterly and submit budget amendment requests as needed. Coordinate and support the annual non-operating budget request for all Division of Retirement funds.
+ Review IRIS accounting processes and reports and revise as needed. Interact with IRIS programmers as needed to implement system improvements.
+ Review process maps and make recommendations to revise processes as needed.
+ Review, perform and/or develop various reconciliations as needed for preparation of the Annual Comprehensive Financial Report (ACFR), including but not limited to Deferred Retirement Option Program liability.
+ Identify risks contained within IRIS (database for FRS and other state-administered retirement plans) as it relates to accounting transactions and advise the Division of Retirement on appropriate action.
Financial Reporting– Responsible for the preparation, review, and submission of various required financial reports, including but not limited to the ACFR and the Net Pension Liability Allocation Schedules in accordance with applicable standards, including:
+ Prepare and/or oversee preparation of ACFR accounting entries and documents, including adjusting journal entries and post-closing adjustments, working trial balance, financial statements, notes, required supplementary information, other supplementary information and accompanying workpapers. Ensure accuracy and completeness.
+ Prepare Net Pension Liability Allocation Schedules, including amortization schedule, notes and sample journal entries, reconciliation to the ACFR, review of the exhibits and preparation of work-papers.
+ Prepare pension-related note disclosures for the Statewide ACFR.
+ Review and analyze Governmental Accounting Standards Board (GASB) exposure drafts and statements to identify impacts to pension accounting. Implement new standards as required.
+ Work closely with Division of Retirement and Auditor General staff on audits of the ACFR and Net Pension Liability Allocation Schedules and provide documentation to auditors upon request.
+ Review and approve the accounting representations in the monthly management reports, the quarterly, and annual census reports, the HIS summary report and the State Board of Administration reconciliation to ensure accuracy and completeness of reports and accounting records. Review and approve other reports’ accounting representations as needed.
+ Review and establish ACFR processes, process maps, and compile desktop procedures, including the detailed task list. Review and update processes, procedures and task list annually or as needed.
Other Duties
+ Assist the Division of Retirement, the Budget Office and/or the Bureau of Financial Management Services as needed in the preparation and review of Schedule I’s for all Retirement funds.
+ Advise the Division of Retirement on questions related to payroll tax submission and required IRS tax forms.

Minimum Qualifications:
+ At least nine years of experience preparing an organization’s financial statement information or an organization’s Annual Comprehensive Financial Report in accordance with generally accepted accounting principles (GAAP) and applicable governmental accounting standards. A bachelor’s degree with a major course of study in accounting or financial management can substitute for four years of direct experience. Additional equivalent accounting course work may be used as an alternative for years of experience on a year-for-year basis.
+ At least five years of experience working at a supervisory level in accounting.
Preferred Qualifications:
+ CPA Certification in progress or completed
+ Supervisory experience in accounting with the State of Florida is preferred.

The mission of the Division of Retirement (division) is to deliver a high quality, innovative, and cost-effective retirement system. The division currently has 225 full-time retirement staff and manages a FY 2024-25 operating budget of $48,864,720. The division administers the Florida Retirement System (FRS) Pension Plan, currently the fifth largest state retirement system in the US with more than 1.1million active, retired, and terminated vested members and $191.6 billion in assets. The division pays out $12.9 billion a year in retiree benefits and maintains the service history, vesting and membership status records, and collects nearly $5.5 billion annually in employer and employee contributions from more than 1,000 employers for all FRS members.
