The Work You Will Do:
Aviation System Manager /Aviation Office
This position will work within the Aviation Office of Modal Development under the Assistant Secretary for Strategic Development. In this position you will manage the Aviation System Planning Program in accordance with Chapter 332, Florida Statutes. Manage the Continuing Florida Aviation System Planning Process. Manage aviation consultant contracts and projects. Perform instructional duties in conjunction with the coordination and implementation of a statewide aviation training program. Manage the development, formulation, and publication of annual aviation forecasts. Manage the development and administration of the Florida Aviation Database. Perform quality assurance reviews of the aviation grant program.

Your Specific Responsibilities:
Manage the Aviation System Planning Program in accordance with Chapter 332, Florida Statutes. The plan must summarize 5-year, 10-year, and 20-year airport and aviation needs within the state and be consistent with the Florida Transportation Plan. Develop an implementation plan and produce annual reports showing statewide improvements toward achieving system goals. Serve as the liaison to various regional and statewide planning and business development initiatives, such as the Florida Transportation Plan, the Strategic Intermodal System Plan, and the Metropolitan Planning Organization Advisory Council.
Manage the Continuing Florida Aviation System Planning Process (CFASPP), a collaborative program with key local, state, federal, and private sector partners to identify trends and issues affecting aviation; monitor aviation development and explore strategies for leveraging, integrating aviation system planning process recommendations, and collaborate with various public and private aviation stakeholders, and other partners relevant to aviation.
Manage aviation consultant contracts and projects: prepare project budget needs according to the departmental schedules; prepare detailed scopes of work and staff-hour cost estimates for proposed projects; develop consultant agreements which comply with all applicable federal and state laws, rules, policies, and procedures and reflect good project management practice and prudent fiscal practices; adhere to all applicable fiscal and contractual laws, rules, policies and procedures when advertising for and selecting consultants, processing project agreements, contract changes, invoices, and close-outs; effectively plan and direct the work of project consultants, management of the project contract(s) and review/approval of project deliverables and products.
Perform instructional duties in conjunction with the coordination and implementation of a statewide aviation training program for local, state, federal, and private sector partners.
Manage the development, formulation, and publication of annual aviation forecasts to include a base year and 20-year forecast for commercial service enplanements, commercial service operations, general aviation-based aircraft, and general aviation operations.
Manage the development and administration of the Florida Aviation Database for the purposes of developing and implementing Aviation Planning.
Perform quality assurance reviews of the aviation grant program. Confirm that established policies and procedures are being followed by reviewing grant files utilizing established procedures and checklists.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
+ Knowledge of principles of planning and design of airport facilities and landside and air-side operations; airport master planning and environmental analyses; statistical analysis and forecasting; Federal Aviation Administration regulations, guidelines, and specifications related to airport design and operations; microcomputer applications for word processing, data analysis, presentation, and internet access.
Skills in:
+ Skill in applying the principles and analytical techniques of aviation planning and design; interpreting and logically applying regulations, guidelines and specifications to aviation system and airport planning projects; report and letter writing; presenting formal discussion before audiences.
Ability to:
+ Ability to accurately analyze and interpret aviation data and solve technical problems; evaluate aviation facilities and operations; determine work priorities and manage multiple assignments; complete complex projects on schedule and within budget; establish and maintain effective working relationships with FDOT, other agency personnel and the general public; effectively manage the work products of engineering and planning consultants.
Minimum Qualifications:
Eight (8) years of experience in airspace analysis, community planning, comprehensive planning, master planning, or land use planning. A bachelor’s degree may substitute for four (4) years of the required work experience. A master’s degree may substitute for six (6) years of the required work experience.
