    Job Description

    BAE Systems is currently seeking a Subcontract Administrator to support the Jacksonville Ship Repair business.

     

    As the Subcontracts Administrator, you will part of an integrated team to procure subcontractor spend in the hundreds of millions across a very diverse set of subcontractors and commodities/categories.

     

    This position will develop subcontracts in accordance with specifications, requirements, work statements, and terms and conditions.

    Responsibilities::

    + Handle proposal preparation, review, and execution; development of subcontractor evaluation and selection criteria; negotiation of provisions such as price, schedule, work statements, and terms to meet or exceed business requirements; preparation and administration of high value/complex subcontract awards.

    + Execute to approved procurement policies and procedures in order to provide the best value consistent with quality and service requirements while maintaining good subcontractor relations.

    + Responsible for Procurement Compliance and Cost/Price Analysis.

    + Emphasizes subcontractor engagement, internal and external relationship building, development of new subcontractors and advancement of commodity strategies, and subcontractor management through all phases of program execution.

    + Respond to subcontractor inquires, resolve invoice issues, and participate in fact finding activities pertaining to subcontractor safety, quality, and performance execution.

    + Drive Partner2Win initiatives and evaluate supplier performance relative to cost, delivery, integrity, quality, performance objectives, contract compliance, and other factors.

    + Able to be an effective communicator internally and externally, build mutually beneficial relationships, willing to advance their knowledge of procurement compliance, and proactively adopt best practices and support new initiatives.

    + Responsible for continuous improvement (Root Cause & Corrective action) to optimize team performance and subcontractor performance.

    + Able to assess, prioritize, drive issues to closure and be assertive when required.

    + Exercise discretion and independent judgment in the performance of duties.

    + Exhibit best practice work habits and collaborate to promote operational excellence.

    + Deliver quality customer service to both internal and external customers and foster and maintain good subcontractor relationships.

    Required Education, Experience, & Skills

    + Bachelors Degree with 2 years of experience or equivalent education/experience

    + Cost Analysis experience (Cost and Pricing Determination, Commercial Item Determination, Competitive Analysis)

    + Proficient with Microsoft Office Suite (Microsoft Excel, Word, PowerPoint, and Outlook)

    + Experience generating, negotiating and executing major subcontracts/purchases.

    + Ability to resolve contractual conflicts with subcontractors through negotiations and contractual vehicles.

    + Project/Supplier Management knowledge

    + Financial Acumen knowledge

    + Knowledge of Terms and Conditions

    + Proven leadership and organizational change experience

    + Ability to motivate and manage personnel.

    + Strong verbal and written communication

    + Strong time management/organizational skills

    + Strong experience managing Subcontracts or Procurement team.

    + Strategic/Critical Thinking

    + Ability to find win-win solutions; a make it happen attitude.

    + Ability to develop and implement continuous improvement strategies.

    + Ability to collaborate well with other departments, such as Contracts, Finance, Programs, Operations, and Compliance Teams.

    + Ability to develop and utilize metrics to proactively manage the department and meet critical business objectives.

    Preferred Education, Experience, & Skills

    + Experience in a large, complex multifaceted environment preferably in the Ship Repair Industry.

    + Experience leading major procurement efforts in a Department of Defense (DOD) contracting environment.

    + Knowledge of FAR and DFAR regulations and the nature of flow down requirements.

    + Knowledge of ITAR (International Traffic in Arms Regulation) and EAR (Export Administration Regulation)

    + Understanding/knowledge of CPSR audits and requirements.

    + Comprehensive understanding of subcontractor solicitations and bid analysis/process

    + Familiarity with defense industry & regulations and the understanding of the role of subcontractors in complex industries.

    + Experience with Cost Point ERP systems.

    + Experience across multiple functions such as operations, supply chain, procurement.

    + Subcontracts / Contracts / Legal background

     

    Pay Information

     

    Full-Time Salary Range: $60076 - $102130

     

    Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
