Job Description
GENERAL PURPOSE
The Staff Development Director is responsible for all aspects of the in-service educational program, including the design of training for nursing and other facility staff. Work includes coordinating with departments to determine educational needs, and means by which those needs can be met, in accordance with established policy. The individual in this role will provide direct instruction and assist instructors with in-service program development and administration.
SUPERVISION RECEIVED
This position reports directly to the Nursing Home Administrator.
SUPERVISION EXERCISED
This position is responsible for supervision over the following classifications: Clerical Technician 3 – Nursing Administration and Staff Development Instructors.
ESSENTIAL DUTIES OF THE POSITION
Coordinates, schedules, and monitors in-service education for all staff to ensure compliance with Federal and State regulation minimum in-service standards.
Works with department heads to determine education needs of staff, establishes, and implements programs to meet those needs.
Reviews materials from the State and other sources to determine training outlines and/or material requirements, and develops training materials to meet those requirements.
Establishes schedule and presents training sessions and general orientation. Designs materials and programs for orientation of all Gracedale employees to facility policies and procedures and to department operations.
Designs, schedules, and implements courses including implementation of new patient care policies and procedures, nurse's aide certification on both initial and ongoing basis, abuse prevention and reporting, and other topics as needed. Establishes schedule and presents, coordinates, and/or oversees, presentation of training sessions.
Oversees an annual skills lab for the nursing department including hands-on training/teach-back and mandatory educational lessons in current electronic training platform. Reviews annual requirements/lessons.
Oversees mandatory annual required training for all departments. Works with department heads regarding compliance.
Determines staffing, budget, material, and other administrative needs for educational program, providing information for use in annual budget.
Works on units providing direct resident care and supervisor coverage as needed.
Designs and maintains annual training and education schedules.
Makes specific work assignments to instructional and/or support staff.
Maintains course attendance records and issues reports of activities.

REQUIRED MINIMUM QUALIFICATIONS
EDUCATION & EXPERIENCE – Graduation from an accredited school of nursing with a Bachelor’s of Nursing degree; AND
At least three (3) years of satisfactory full-time experience in professional nursing as a Registered Nurse (RN). One (1) year in long-term care preferred. This includes meeting resident’s needs through direct care, supervision, or education; AND
At least one (1) year of professional work experience in adult education, in a teaching role; OR
At least one (1) year of professional work experience in a supervisory role; AND
Must complete Feeding Program training.
CERTIFICATION/LICENSE: Possession of a current and unrestricted Registered Nurse (RN) license in Pennsylvania.
KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of nursing and other patient care goals, objectives, principles, and practices commonly employed in residential nursing facilities.
Knowledge of organizational, functional, and operational structure commonly found in residential nursing facilities.
Knowledge of facility patient care and administrative policies and procedures and general job requirements pertaining to the design and structure of orientation sessions.
Knowledge and utilization of current, effective training strategies through attendance at webinars, teleconferences, workshops, and/or seminars.
Basic knowledge of in-service education requirements promulgated by the State and other licensing authorities.
Basic knowledge of adult education principles and practices.
Ability to instruct individuals and groups and identify training needs and to design and implement educational programs in response. Thorough knowledge of organizational, functional, and operational structure found in residential nursing facilities including delegation of authority and responsibility within the institution.
Ability to oversee the work of lower level nursing personnel presenting training courses.
Ability to provide other departments with appropriate educational lessons both in-person and via electronic platform.
Ability to maintain a flexible schedule in order to perform training duties across all shifts.
Ability to establish and maintain effective working relationships with associates, trainees, employees, county officials, and the general public.
Ability to operate a personal computer and secure information from established data processing, spreadsheet, word processing, database, and graphics programs.
Ability to read, write, speak, understand, and communicate in English to perform the duties of this position.
Excellent communication and interpersonal skills, both verbally and in writing.
TOOLS AND EQUIPMENT
Telephone, personal computer/laptop (including word processing and other specialized software), fax machine, copy machine, overhead projector, video equipment, VCR/DVD players, implements used for writing, i.e. pens, markers, pencils, etc., scheduling charts, blood pressure gauges, thermometers, mechanical lifts, oxygen equipment, patient record charts, and other necessary medical care equipment.
PHYSICAL DEMANDS
While performing the duties of this job, the employee is frequently required to stand, walk, sit, talk or hear, and must possess agility and strength sufficient to lift, support and maneuver heavy patients of limited physical capacity. The employee is occasionally required to use hands to finger, handle or feel objects, tools or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and taste or smell.
The employee must occasionally lift and/or move twenty-five (25) to fifty (50) pounds and provide direct resident care. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

I. Medical Insurance
Coverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. Cost to the employee to participate in the plans varies by the coverage selection and number of dependents; and may be subject to collective bargaining, if a union member. The employee may also elect to opt out of the County's medical insurance if proof of coverage through the spouse's employer is provided. Under this arrangement, the employee is provided with an annual $1,500.00 opt out payment.
II. Vision and Prescription
Coverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. Copayments may vary, subject to collective bargaining, if a union member. Coverage under the vision plan varies and depends upon the employee's choice of doctor and frame selection.
III. Dental Coverage
Coverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. Copayments may vary, subject to collective bargaining, if a union member.
IV. Life Insurance
A life insurance policy is afforded to full-time employees beginning on the first day of employment, unless specified differently in a collective bargaining agreement. It remains in effect as long as the employee is actively employed and terminates upon resignation or retirement. $20,000 is afforded to all eligible employees.
V. Retirement
All full-time employees and part-time employees working more than 1000 hours per year qualify for County of Northampton retirement benefits, in which employees must contribute 5% of their earnings, and employees may choose to add additional voluntary contributions, not to exceed an additional 10%. Additionally, employees may participate in an optional deferred compensation plan [457(b)] which may provide present tax advantages and future retirement savings. Such arrangements are made directly with the providers and the County will administer payroll deductions only.
