TREASURY ANALYST
Facilitates daily treasury operations, provides accurate cash reporting and assists with bank structure management, investment management, and risk management activities for PGW. The incumbent produces reports to aid in the forecasting of cash needs for the business and assists with other treasury functions. Manages and analyzes the organization’s financial activity, exercises independent judgment and discretion in planning and carrying out the details of work procedures and methods, provides ad hoc analyses, and makes recommendations to internal and external stakeholders.
Responsibilities
Cash Management
Treasury Analyst
Assisting Senior Treasury personnel meet its financial obligations, including making payroll, paying bills, and investing in new capital projects.
Monitor and analyze the company’s daily cash position to cover cash commitments.
Gather all vendor invoices and supporting documentation, including but not limited to; wire transfers, retainage, payroll, credit invoices, etc.; and batch process daily through the Accounts Payable System.
Match invoices to purchase orders and receipts. Run and reconcile applicable invoice batch reports. Analyze and resolve outstanding invoice issues by contacting vendors or appropriate departments.
Process payment batches through the Accounts Payable System for general accounts payable checks, wire transfers, customer refunds, etc. Match checks and invoices verifying invoice numbers, vendor remittance addresses and amounts paid. Run and reconcile applicable payment reports.
Prepare, calculate and review commercial paper schedules and support documentation. Maintain “Positive Cash Balance Schedule” for covenant compliance for Tax-Exempt Commercial Paper (TXCP).
Prepare monthly journal entry and balance accounts related to TXCP interest expense and associated fees and interest receivable on temporary investments.
Collect, prepare, and analyze union business data for monthly billable reimbursable hours for union business.
Assign Other Accounts Receivable (OAR) project numbers, gather information and supporting documentation, prepare and send invoices, collect funds and prepare bank deposits. Follow-up on uncollected OARs through contact with associated departments and/or invoice recipients.
Prepare daily cash book pages by gathering supporting documentation for cash receipts and disbursements (e.g. included but not limited to disbursement download for cashbook). Also record all re-opens (electronic and manual) activity in the cashbook.
Prepare, review, resolve, and correct errors associated with the cash book and cash general ledger journal entries.
Maintain all records (actual funds spreadsheet) and prepare appropriate general ledger journal entries associated with all restricted investments.
Update, monitor, and maintain spreadsheet detailing daily investments of both excess operating funds and capital funds.
Imprest Funds
Perform Teller Duties including check cashing, collection of cash, travelers' check sales, and employee advances.
Perform daily balancing cash drawers and ordering cash to replenish the organization’s company’s petty cash.
Gather and process union and non-union employees’ travel and expense reports.
Initiate purchase orders to replenish various departmental petty cash.
Banking Management
Work with the Treasurer to maintain and rationalize the company’s choice of banks including the analysis of bank fee structures, services, relationships, and credit levels.
Prepare bank deposits.
Develop, monitor, and analyze bank fees including credit card and cash management expenses.
Monitor bank account balances and reconciling bank transactions. Assist with short-term and long-term settlements and transactions.
Pool cash from all bank accounts, when necessary. Approve wire and ACH transactions, facilitate other banking transactions, and assist with the organization’s Automatize Clearing House (ACH) program.
Verify check status with issuing bank, including accounts payable checks, customer refund checks, legal checks, and payroll and pension checks.
Prepare monthly deposit correction summary and advice of error reports.
Monitor and record daily flexible spending account (FSA) activity. Create journal entries monthly for all flexible spending accounts (FSA).
Investment and Management
Monitor the organization’s investment portfolio performance, analyze investment options, and participate in the organization’s investment decisions.
Debt Management
Track the organization’s debt obligations and maturity schedules.
Assist in executing letters of credit and issuing revenue bonds, tax exempt commercial paper, capital project notes, and other similar debt instruments.
Reporting and Analysis
Prepare daily, weekly, and monthly reports on the organization’s cash position.
Assist the company’s business units (e.g., audit, accounting) with month-end, year-end, and ad-hoc information requests as needed.
Training and Documentation
Assist with the development and maintenance of the Treasury Department’s policies and procedures.
Train assigned personnel to function as a back-up to the Treasury Analyst I position.
Finance and Accounting
Serve as a team member on all projects related to payroll, time and labor, account payables, and cash and finance.
Assist in the review, selection, implementation, testing, and maintenance of PGW’s Oracle financial system as well as the organization’s cash management systems and related interfacing systems.
Other Related Functions
Contribute to the overall success of the Treasury Department by performing all other duties and responsibilities as assigned, acting as a back-up for other positions as needed, maintaining high levels of accuracy, maintaining a professional demeanor and appropriate levels of confidentiality, and providing excellent customer service.
Build strong, collaborative working relationships with Oracle Financials and internal business partners, with a focus on driving efficiencies and improving levels of service.
Assist in the execution of the daily cash management duties.
Support corporate accounting, financial and strategic planning, internal audit and other departments as they relate to Treasury transactions and entity structures.
Perform other special projects and assignments as directed.
Qualifications
Bachelor’s degree in accounting, finance, or other related areas.
Must have proven conceptual mathematics and strong Excel skills.
They must be well-organized and detail oriented.
Certified Treasury Professional (CTP), Certified Public Accountant (CPA), or Certified Financial Analyst (CFA), preferred.
A minimum of 1 – 3 years’ relevant experience in corporate finance or treasury operations.
Must create a professional and constructive environment that fosters a team-oriented and customer service approach to day-to-day operations.
Must be able to communicate clearly and persuasively to management, union and nonunion employees regarding customer service initiatives, issues, and problems.
Must have analytical skills with the ability to produce detailed verbal and written financial reports and statements.
Must be familiar with accounting software packages, preferably Oracle Financials.
Must be familiar with cash management software packages.
