    General Purpose

     

    Conducts environmental compliance reviews of electric utility transmission, distribution, and substation construction and maintenance projects. Provides environmental support, training, and guidance related to utility operations and federal, state, and local environmental regulations. Specifically, this position will provide professional level services for ensuring the company complies with regulatory requirements related to EPA hazardous waste regulations, RCRA regulations, CERCLA regulations, Air Quality standards, Used oil requirements, DOT shipping requirements, State environmental regulations, and others, Job duties include coordinating with internal departments on environmental permitting of projects, procuring consultants, ensuring regulatory compliance, creating and/or reviewing environmental documents, employee training, reporting, and other job related duties.

    Responsibilities

    Responsibilities of this position include the following:

    + Monitor environmental performance of internal operations and coordinate environmental aspects with external agencies.

    + Oversee work of external environmental consultants, ensuring contract requirements are completed timely and accurately.

    + Collect and analyze data as needed for environmental aspects of projects.

    + Identify and apply for necessary environmental permits for transmission, distribution, and substation projects.

    + Adhere to local, state and federal guidelines, permits, and regulations.

    + Develop or update policy and processes to ensure environmental compliance.

    + Analyze and make recommendations to management.

    + Work as a liaison between regulatory agencies and other company departments.

    + Deliver training and provide guidance to operations staff and management.

    + Prepare budget forecasts and track budgets for assigned environmental work.

    + Support company safety initiatives.

    Requirements

    Requirements for this position include the following:

    + Bachelor’s Degree in Biological Sciences or Environmental Sciences; or the equivalent combination of related education and experience.

    + Knowledge and understanding of environmental issues and the company’s business processes.

    + Data gathering, analysis and interpretation skills.

    + Writing skills.

    + Knowledge of applicable federal, state, and local governmental environmental laws and regulations, including but not limited to Clean water act, Waste regulations, DOT regulations, and federal and state reporting requirements.

    + Proficient with the use of personal computers including spreadsheet, database, word processing, and presentation applications to gather, analyze, and present information.

    + Communication and interpersonal skills including ability to consult with internal and external customers regarding matters/issues which may be sensitive in nature.

    + Ability to work with all levels of an organization including people with different styles and backgrounds and ability to work as a member of a team.

    + Ability to prioritize workload under pressure.

    + Ability to travel as needed for project site visits, internal trainings, audits, and meetings.

    Preferences

    + Three years experience in environmental or regulatory matters.

    + Experience with environmental monitoring and reporting.

    + Knowledge of natural resource issues related to the energy industry.

    + In depth knowledge of Washington, Oregon, and California regulations.

    This position is eligible for an annual discretionary performance incentive bonus of up to 12.00% of salary.
