Job Summary
University Facilities, Infrastructure, and Operation ( UFIO ) is seeking a Director of Energy Management. This is a full-time (1.00 FTE ),12-month, professional faculty position.
The Director of Energy Management, reporting to the Associate Vice President for ( AVP ) for the University Facilities and Infrastructure Office ( UFIO ), holds primary responsibility for the institution’s strategic energy vision and sustainable energy initiatives. This position leads with a forward-thinking approach, overseeing and advancing energy management programs, policies, and practices while working collaboratively with stakeholders across campus.
The Director serves as the institution’s energy strategist, designing and implementing efficient systems and processes to optimize energy consumption, reduce greenhouse gas emissions, and achieve sustainability goals. The role demands visionary leadership to develop both short-term and long-term strategies, focused on creating a culture of energy responsibility and awareness while steering the institution toward sustainable environmental stewardship.
The Director of Energy Management operates at a strategic supervisory level, overseeing energy budgeting, contract negotiation, data-driven performance analytics, and compliance with federal, state, local laws, and institutional policies. This position continually monitors changes to energy regulations, costs, availability, and actively communicates these updates to all relevant stakeholders, ensuring alignment with ethical and responsible practices.
The Director leads outreach efforts, engaging campus stakeholders, peer institutions, local communities, and energy-related organizations, while fostering inclusivity and diversity in collaborative energy management practices.

Key Responsibilities
Program Leadership (45%)
Develops and executes a comprehensive energy management strategy that aligns with the institution’s mission, vision, and goals while supporting sustainability and operational excellence. Integrates best practices in energy efficiency, conservation, and renewable energy adoption to enhance institutional performance. Builds and maintains strong partnerships with institutional departments, external organizations, utility providers, and industry leaders to advance energy initiatives that support academic, research, and operational priorities. Identifies, prioritizes, and implements high-impact energy efficiency programs, ensuring all initiatives adhere to financial feasibility, environmental impact, and return on investment ( ROI ) considerations through data-driven decision-making.
Monitors, analyzes, and reports on energy performance across the institution to ensure transparency and informed decision-making at all levels. Conducts energy audits, benchmarking, metering, and employ advanced Energy Management Information Systems ( EMIS ) to evaluate energy performance comprehensively. Prepare and present reports, dashboards, and strategic recommendations to senior leadership and the board of trustees, ensuring visibility into energy achievements, challenges, and progress. Communicate findings effectively to foster a culture of sustainability and operational efficiency institution wide.
Ensures compliance with federal, state, and institutional energy policies to uphold risk management and operational integrity. Maintain subject matter expertise in evolving regulations and standards to guarantee institutional adherence while mitigating financial and operational risks. Collaborate with legal and risk management teams to develop solutions for complex energy-related challenges, protecting institutional interests while managing contract oversight and authority. Take a proactive approach to governance in energy procurement and sustainability efforts, ensuring regulatory compliance while managing energy-related projects efficiently.
Stays ahead of emerging energy technologies, industry trends, and best practices to drive innovation and continuous improvement. Strategizes potential technology upgrades to modernize infrastructure, improve system efficiency, and reduce operational costs, thereby advancing long-term energy goals. Encourages teams to explore new techniques, conduct research, and implement advanced strategies that enhance institutional energy performance. Establish a culture of innovation that embraces modernization, ensuring the institution remains at the forefront of energy management excellence.
Establish and maintain energy policies, standards, and best practices, and ensure compliance with federal, state, and local energy regulations and codes, as well as voluntary programs and certifications, such as ENERGY STAR , LEED , and AASHE .
Department Leadership (40%)
Leads and manages the energy management team, including energy engineers, analysts, technicians, and consultants, ensuring the delivery of high-quality services aligned with organizational objectives. Provides strategic guidance, comprehensive training, and constructive feedback to empower the team to achieve excellence in energy management and sustainability initiatives. Cultivates a workplace culture that encourages open communication, shared problem-solving, and mutual respect among team members.
Coordinates and oversees daily operations, setting clear priorities and aligning the team’s efforts to meet both immediate and long-term goals. Plans, assigns, and evaluates work, establishing measurable objectives for each position and assessing performance through regular reviews and formal evaluations. Creates a collaborative and innovative work environment that fosters professional growth and supports continuous improvement.
Recruits, trains, promotes, and retains top talent while addressing staffing needs to build a capable and engaged workforce. Exercises sound judgment in addressing employee performance issues, implementing disciplinary actions when necessary, and resolving grievances in a professional and equitable manner. Develops and applies a consistent framework for corrective actions to ensure accountability and transparency.
Acts as a mentor and coach to cultivate leadership within the team, regularly motivating members to explore creative solutions and achieve alignment on organizational goals. Anticipates challenges and identifies barriers to effective service, implementing strategies and best practices to optimize operational effectiveness.
Demonstrates advanced interpersonal and communication skills to build and maintain strong relationships with internal and external stakeholders. Collaborates with departments to assess risks and provide informed guidance, enabling data-driven decision-making. Aligns departmental objectives with broader organizational priorities, ensuring fiscal accountability and operational efficiency.
Creates and evaluates policies, procedures, and practices to promote energy efficiency, sustainability, and cost reduction. Develops standards and processes that uphold organizational values and regulatory compliance. Fosters a culture of equity and inclusivity by creating opportunities for diverse suppliers and contractors to contribute to departmental initiatives.
Outreach and Engagement/Other Duties as Assigned (15%)
Represents the institution by leading and actively participating in energy-related committees, working groups, task forces, and external forums. Builds strategic partnerships with industry leaders, energy networks, and community organizations to advance institutional goals and strengthen the organization’s reputation in sustainability and energy innovation.
Collaborates with campus and external stakeholders to promote and foster a culture of energy awareness, education, and engagement. Develops and implements comprehensive outreach programs, recognition campaigns, and educational initiatives that inspire and empower the community to adopt energy-efficient practices and contribute to sustainability goals.
Serves as a subject matter expert and key stakeholder on university-wide initiatives and interdisciplinary collaborations, leveraging expertise in energy management to enhance operational effectiveness and drive transformative solutions. Contributes to cross-functional projects, including search committees, IT technology solutions, and process improvement efforts, with a commitment to fostering excellence and inclusivity across the institution.
Conducts strategic outreach to industry partners, contractors, and community organizations to identify innovative opportunities and promote the institution’s leadership in energy management. Maintains a focus on advancing equity, sustainability, and environmental stewardship in all engagement efforts.
Supports departmental and organizational objectives by addressing additional responsibilities and challenges, as assigned, with flexibility and professionalism
What You Will Need
+ Bachelor’s degree in engineering, energy management, construction management, environmental science, operations management, or related field.
+ Five years of experience in at least one of the following fields: energy, facilities, infrastructure, mechanical systems, construction management, data analysis, or related field.
+ Three years of experience managing, directing, and coordinating the workload and work product of others.
+ Demonstrated knowledge and experience with energy efficiency, conservation, renewable energy technologies and practices, infrastructure, construction, operations management, data analysis, or related fields.
+ Demonstrated strong leadership, management, and interpersonal skills with the ability to work effectively with diverse teams and stakeholders.
+ Excellent oral and written communication, presentation skills, and ability to communicate complex technical information to non-technical audiences.
+ High level of initiative, creativity, and problem-solving skills, and ability to handle multiple projects and tasks simultaneously.

This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.
This position requires driving a university vehicle or a personal vehicle on behalf of the university; therefore, the incumbent must successfully complete a motor vehicle history check, possess and maintain a current, valid driver’s license in their state of residence, be determined to be position qualified and self-report convictions as per University Policy 05-030.
What We Would Like You to Have
+ Master’s degree in Engineering, Energy Management, Environmental Sciences, or related fields.
+ Certified Energy Manager ( CEM ), Certified Energy Auditor ( CEA ), or equivalent certification.
+ Proficient in using energy data analysis, modeling, and reporting tools and software, such as EMIS , EnergyCAP, eQuest, Portfolio Manager, or similar systems.
+ Five years of progressive experience in energy operations management.
+ Experience managing federally funded energy projects.
+ Experience working with Oregon State law and federal regulations, including public procurement laws related to energy and infrastructure projects.
+ Experience working in Governmental and/or Higher Education energy management and operations.
+ Experience providing training in energy management practices and regulations to diverse audiences.
+ Experience in the development of policies that direct the conduct of energy management processes to eliminate bias and barriers for businesses owned by minorities, women, veterans, and emerging small businesses.
+ Certified Energy Manager ( CEM ), Certified Energy Auditor ( CEA ), or other industry-recognized professional certification in energy management, auditing, or related fields.
Working Conditions / Work Schedule
Working conditions include a combination of office and on-site project visits. Project visits may have exposure to inclement weather and high noise level. Will need to lift boxes up to 30 pounds unassisted, bend and twist, and work at a computer for extended periods of time.
Occasional weekend and evening work required.
