Job Description
The Division of Transportation Planning & Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings to help provide for the safety of motor vehicle occupants, pedestrians, and cyclists.
The Traffic Engineering and Planning unit (TEP) conducts, reviews, and approves transportation engineering and planning studies, analyses, and methodologies including those associated with environmental reviews. TEP seeks ambitious and motivated candidates to serve as Assistant Transportation Specialists, working with a team designing and implementing complex transportation planning, safety, and engineering projects. Under the direction of the Senior Director of Traffic Engineering and Planning, the candidates will work with a multi-disciplinary team in designing and implementation of complex transportation planning, safety and engineering projects. The candidates will assist Traffic Engineering & Planning staff in conducting a variety of traffic operations and safety studies. Using analysis tools including Highway Capacity Software (HCS) and Synchro/Sim Traffic, the candidates will assist in the review of environmental studies following procedures presented in the CEQR Technical Manual and the Department’s supplemental guidance on level-of-service. The candidates will also review schematic geometric designs and reports of capital reconstruction projects and other transportation.
The candidates should have a clear understanding of the relationship between land use and transportation and the four-step transportation planning process. The candidate will assist project managers in organizing and preparing written reports and graphic materials for presentations; participate in technical and advisory committee meetings; provide technical assistance to agency staff and interact with other agency representatives on department studies and projects and work both independently and as part of a team.
The candidate should be proficient with AutoCAD for purposes of preparing graphics for inclusion in the Department’s reports and presentations. Additionally, the candidate should be proficient in AutoTurn for verifying vehicle turning maneuvers. The candidate should be experienced in executing and leading field data collection efforts
Preferred Skills
Excellent writing and oral presentation skills. Experience in CEQR and NEPA processes. Proficiency in HCS, Synchro/SimTraffic; AutoCAD, AutoTurn, or knowledge of traffic simulation models; as well as knowledge of engineering principles, traffic engineering, traffic environmental impact studies, trip generation studies, and community-led processes. Knowledge of Highway Capacity Manual (HCM), MUTCD, AASHTO, the CEQR Technical Manual, and the NYSDOT Project Development Manual, Highway Design Manual, and Environmental Manual. Valid NYS Driver's License required.

Qualifications
1. A baccalaureate degree from an accredited college or university with a major in engineering, architecture, landscape architecture, urban studies, planning or mathematics or one of the physical sciences; or
2. High school diploma or its educational equivalent and 4 years of full-time experience performing technical work on traffic programs and citywide transportation studies; or
3. Education and/or experience equivalent to "1" or "2" above.
