MMCAP (https://infuse-mn.gov/) is a national cooperative group purchasing organization (GPO) for government facilities that provide healthcare services. MMCAP is operated by the State of Minnesota, Office of State Procurement, and is self-funded. MMCAP has been delivering pharmacy and healthcare value to members since 1985. MMCAP’s mission is to ensure best value for pharmaceuticals and healthcare products and services to government facilities across the nation through executing contracts that leverage aggregated member volume to drive deeper discounts. It also has contracts for vials and containers, medical supplies, drug testing, returned goods processing, influenza vaccine, dental products and services, and dozens of new lines of business. MMCAP has over 18,000 members across all 50 states. Use of MMCAP is free for our members and purchasing from our contracts is voluntary.
In this leadership role, you will direct and lead MMCAP’s pharmacy contracting strategy by managing and administering MMCAP’s Pharmacy Contracts Unit. In fulfilling this responsibility, among other things, you will be expected to develop goals and objectives for the Pharmacy Contracts Unit and manage the unit's personnel, including the coordinators of MMCAP Programs. As a member of the MMCAP management team, you will assess and evaluate the MMCAP strategic plan and associated related business plan and provide leadership and best practices input for the design and implementation of revised strategic and business plans to effectively and efficiently accomplish MMCAP’s mission and vision.
Other specific responsibilities of this position include, but are not limited to, directing and providing professional consultation and expertise on drug purchasing, pricing, and manufacturer and distributor negotiations to MMCAP and its 50 states. This position also directs or provides clinical expertise and pharmaceutical knowledge to support MMCAP activities, including analyses of therapeutic classes and formulary opportunities to obtain the best prices for over 18,000 members that participate in the MMCAP program.
This position is eligible for up to a 50% hybrid telework arrangement. With a telework arrangement, onsite attendance will be required for team meetings or as requested by management to meet business needs. Completion of a telework agreement will be required. Minimum Qualifications
The following qualifications are required of all applicants seeking consideration for this position. Only applicants whose application materials clearly demonstrate fulfillment of each of these minimum qualifications will be considered for the position.
+ Pharmacy degree and licensure as a registered pharmacist is required.
+ Four (4) years of experience managing, leading, and developing staff from a variety of disciplines (e.g., pharmacy, law, technology) sufficient to motivate, direct, and continuously improve their skills and abilities and to establish a strong team environment.
+ Experience as a supervisor or manager overseeing a business unit with staff.
+ Knowledge of the principles and practices of pharmaceutical procurement, operations and management, therapeutic equivalents, and bioequivalent drugs.
+ Extensive knowledge, experience, and understanding of the clinical and therapeutic requirements to support group purchasing operations.
+ General knowledge of the statutory, policy, and overall practice and legal requirements of the contracting process in order to manage or direct others responsible for creating analysis for a “make or buy” decision, through the development and presentations of effective Requests for Proposal (RFPs), to actual administration and evaluation of a contract.
+ Familiarity with the National Drug Code (NDC), pharmaceutical wholesale pricing strategies, and pharmacy contracting pricing nomenclature.
Preferred Qualifications
+ Previous management level GPO experience.
+ Understanding of public health policy analysis and research.
+ Interpersonal and human relations skills sufficient to establish and maintain effective working relationships with staff and stakeholders.
+ Excellent communication skills and decision-making abilities.
+ Excellent organizational and time management skills to be able to manage multiple priorities.
+ Possess sensitivity and thorough listening skills, as well as extensive skills in fact finding and issue identification.
