    Position Summary:

    We are seeking a highly experienced Program Manager to lead the execution of a complex ITESS (Information Technology Enterprise Support Services) Task Order supporting the Military Sealift Command (MSC). This individual will serve as the primary point of contact (POC) for the Government and will be responsible for supervising and guiding all contractor personnel. The ideal candidate brings extensive experience in managing large-scale, mission-critical IT and C4 (Command, Control, Communications, and Computers) system projects within Department of Defense (DoD) environments, preferably the Department of the Navy (DoN).

    Key Responsibilities:

    •    Serve as the Government’s primary interface for all task order-related matters.

    •    Provide overall management and leadership for contractor personnel assigned to the task order.

    •    Brief senior military leadership and upper management on program status, risks, and milestones.

    •    Ensure all deliverables meet MSC C4 systems requirements aligned with MSC missions and operational goals.

    •    Manage project lifecycle phases, including design, development, deployment, logistics, and evaluation of shipboard C4 systems.

    •    Direct Quality Assurance (QA) efforts and coordinate testing procedures to ensure optimal system performance.

    •    Oversee staff performance, task coordination, and contract compliance across a diverse and dispersed team.

    •    Interpret and apply military standards and instructions related to the operation and integration of shipboard C4 systems.

    Required Qualifications:

    •    Minimum of 8–10 years of directly related work experience managing complex IT and C4 systems projects, preferably within the DoD.

    •    Active PMP (Project Management Professional) Certification.

    •    M.S. degree from a CHEA-accredited institution in Engineering, Math, Computer Science, or related technical discipline;

     

    OR an equivalent combination of education and 8 additional years of directly relevant experience.

     

    •    ITIL Certification (Information Technology Infrastructure Library).

    •    Demonstrated experience in the deployment and support of shipboard C4 system infrastructure.

    •    Experience coordinating large, multi-disciplinary teams in a program office environment.

    •    In-depth knowledge of DoD/DoN C4 systems policies, procedures, and technical environments.

    •    Must hold an active SECRET clearance.

    Preferred Experience:

    •    Broad experience managing multi-million-dollar, global projects directly supporting the DoD, particularly the DoN.

    •    Familiarity with MSC C4 systems requirements and operations.

    •    Proven ability to lead all phases of C4 systems implementation, including logistics, production, installation, and testing.

    •    Experience aligning IT solutions with complex military missions and operational standards.
