    Financial Specialist, FSM Support

     

    The State of Idaho Controller's Office is an equal opportunity employer. This position is exempt from state classified service, and the rules of the Division of Human Resources and the Idaho Personnel Commission. This is an at-will position. The Luma Division is established as the sustainment organization to support State of Idaho agencies and their employees in the use of the Luma system for day-to-day business operations.

    KEY RESPONSIBILITIES

    The Financial Specialist, FSM Support reports directly to the Financial Support Manager under the Financial Bureau Chief. They serve as the subject matter expert managing the sustainment activities including functional and system support for all agencies. The incumbent will be expected to develop expertise and focus in the Luma financial functional area. They will work directly with functional leads, subject matter experts (SME’s), and system vendors ensuring that business processes are functioning properly, and workflows successfully support state agencies. The employee will be required to understand and document complex workflows, determine gaps between requirements and technology, and assist in development of sustainment documentation.

     

    Additionally, they are required to understand state government chart of accounts, general ledger, cash, assets, projects and grants, accounts receivable, intercompany billing, and budget control operations. They will establish and maintain positive relationships with functional policy owners to ensure the interpretation of laws, regulations, and program policies and procedures are applied appropriately. They will assist in the continuous improvement and modifications of supporting systems.

    Job Functions

    • Employ a working knowledge of the Luma Finance, Procurement, Budget, Payroll, and Human Capital Management modules to ensure proper continuous integration with system modules.

    • Coordinate with other Luma staff to address cross-functional needs.

    • Assist in updating training, presentations, and other materials to ensure that system updates and/or changes are presented appropriately to stakeholder audiences.

    • Convey requirements to develop, monitor, evaluate and report chart of account, general ledger, cash, assets, projects and grants, accounts receivable, intercompany billing, and budget control activities in the Luma systems. • Maintain procedure manuals to ensure compliance with regulations.

    • Coordinate policy decisions with functional subject matter experts and state policy owners.

    • Monitor the priority of assigned work tasks, manage their own workflow, and support the tasks and workflow of work teams.

    • Manage calendars and dates to ensure time-bound functions occur on time and in bounds of system parameters.

    • Collaborate and maintain positive working relationships with other control agencies, such as Division of Human Resources, Division of Financial Management, and Legislative Services Office, as needed.

    • Respond to stakeholder inquires in a timely manner, as defined by SCO policy.

    • Attend and participate in meetings to keep Luma staff up-to-date on functional and office activities.

    • Advise leadership on elements related to Luma Finance and Budget modules.

    Additional Functions

    • Contributes to the positive performance of the Luma Division and the office.

    • Demonstrates timely and consistent attendance.

    • This is an in-office position.

    • Any additional duties as assigned by the State Controller or his/her designee.

    Minimum Qualifications

    • Good knowledge of accounting principles and practices.

    • Experience in developing and preparing financial documents.

    • Experience in using computer systems to develop, analyze, and report on financial data.

    • Experience in analyzing financial activities and recommending management action.

    MQ Specialties

    • Experience developing, monitoring, evaluating, and reporting financial activities and expenditures; interpreting laws, regulations, and policies and advising on their requirements; evaluating statistical and financial information and developing reports of findings.

    • Troubleshooting automated system changes, testing automated system changes, including using data extraction tools and methods for analysis, sampling, testing and reporting. Documenting business processes.

    Desired Qualifications

    • Experience supporting State financial operations.

    • Good knowledge of the Luma financial module.

    • Understanding of the Infor CloudSuite product (Luma System).

    • Understanding of internal control practices and procedures.
