    Summary:

    The Idaho Department of Correction is currently recruiting a Program Supervisor to serve as member of IDOC’s Training & Development team and work out of our training center in Meridian, Idaho. The incumbent will manage the design, implementation, evaluation, and effectiveness of programs that foster staff learning, development, and successful performance.

    Responsibilities:

    + Program Development & Oversight: Assess training needs across IDOC and design curriculum that aligns with organizational goals. Oversee delivery of training programs, ensuring that they meet performance and quality standards.

    + Facilitation & Consultation: Lead and facilitate training sessions. Consult department leadership on staff development strategies and organizational improvement initiatives.

    + Organizational Development: Collaborate with management to identify performance gaps and design interventions to improve effectiveness.

    + Evaluation & Impact Assessment: Develop and implement evaluation tools to assess the effectiveness and impact of training programs, focusing on transfer of learning, behavior changes, performance improvement, and return on investment.

    + Program Administration & Coordination: Supervise and support training staff, manage budgets, and ensure alignment with department goals. Oversee contracts with external vendors and resources to supplement training needs as necessary

    Minimum Qualifications:

    + Some knowledge of management practices. This is typically gained by at least one year of work experience that included all the essential elements of management (planning, organizing, leading, and controlling); OR completion of two upper division college-level courses; OR 60 hours of management training that included all the essential elements of management AND six months of work experience performing all the elements of management.

    + Experience developing procedures and/or monitoring a budget. Typically gained by at least one year of experience developing procedures and/or monitoring a budget that included allocating expenditures, reconciling accounts, and making fund transfers, or supervising these functions.

    + Experience supervising staff. Typically gained by at least one year of experience being responsible for interviewing and selecting staff, providing work direction and training, evaluating performance, and generating employer problem solving solutions.

    + Experience providing liaison with customer/provider groups. Typically gained by at least one year of experience working with one or more community groups of adults or providing liaison with customers and/or provider groups in a leadership role to share information, coordinate efforts, and/or achieve shared goals.

    + Experience interpreting federal or state regulations. Typically gained by a year or more of experience interpreting and applying rules, policies, and procedures related to program operations to ensure compliance with state and federal laws; OR through explaining to others how laws, regulations, or policies apply to specific situations.

    Preferred Qualifications:

    + Experience in leading program development initiatives, evaluating training outcomes, designing new curriculum, and managing project budgets.

    + Ability to design, implement, and assess organizational development strategies.

    + Knowledge of program/project management practices, adult learning theory, and facilitation techniques.

    + Experience in overseeing, managing and leading training programs and program development initiatives, conducting needs assessments, measuring effectiveness, and ensuring program quality.

    + Experience developing project scopes, timelines, and assessment strategies for program success.

    + Familiarity with utilizing web-based technologies and learning management systems (LMS) for program delivery and record-keeping.

    + Experience facilitating training.

    + Experience working in criminal justice and strong knowledge of core correctional practices.
