POSITION DESCRIPTION Responsible for organizing, developing, analyzing, and maintaining financial analysis applications required to monitor established objectives, and to prepare status and management reports that identify variances in the work execution strategy and recommend solutions. Provide management with the capability of maintaining cost and schedule control throughout the life cycle of a complex project or work activity. Under general supervision, performs moderately complex financial analysis activities to include: -Performs financial procedures, prepares financial reports / plans on a periodic or ad hoc basis -Understands the business environment and operations of the area being supported -Serves as a financial liaison to actively communicate with operational programs - Performs and applies financial planning and analysis techniques including but not limited to: variance analysis, scenario analysis, financial and cash flow modeling, etc., as requested. EDUCATION REQUIREMENTS Education & Experience: Master's degree in business / construction management / technical /engineering or a related area and 2 years of practical experience. Bachelor's degree in business / construction management / technical / engineering or a related area and 5 years of practical experience would be considered equivalent. An associate's degree and 8 years of practical experience would be considered equivalent. A high school diploma and 12 years of relevant experience would also be considered equivalent. Possesses strong personal computer skills. MINIMUM QUALIFICATIONS Ability to work in a diverse work environment, Satisfactory results of a pre-employment screening, which includes a background check and drug screening. Ability to fulfill and promote L&A core values. Candidate must demonstrate proficient ability and knowledge in the development of cost and schedule baselines, milestone schedules, work breakdown structures, spend out plans to establish optimum conditions and effective utilization of resources and facilities, including equipment, manpower, and funding. Candidate must demonstrate strong knowledge of DOE 413 and Earned Value Management (EVM) requirements. Candidate must be able to demonstrate advanced proficiency in the use of Primavera P6 scheduling software and cost processing software (Cobra preferred). Candidate must be able to demonstrate their ability to use advanced functions and features of the Microsoft Office software suite. Candidate must have strong problem solving, analysis and interpersonal skills as well as oral and written communication skills. Candidate must have the ability to walkdown and interface with personnel and systems in the field when required. DESIRED QUALIFICATIONS Experience working with Acumen Fuse, PeopleSoft, and Oracle s OBIEE is desirable. PF-81 Evaluation Criteria: Price and Cost to Company: 20% Technical Acceptability: 80% Duration of the Contract: 1 year, 2 option renewal years Estimates Hours Per Year: 2080 ST / 200 OT Anticipated Work Schedule: 630 am - 5:00 pm, M-Thu Onsite or Remote? Onsite. 1 day of optional telework weekly. Local candidates or willing to relocate at the candidate's expense.
