POSITION GRADE: 78 ($17.15-$28.35, commensurate with education and experience)

GENERAL SUMMARY:
Under the general direction of the Hope on the Horizon Program Manager, the Career Development Counselor will lead and coordinate workforce development programs with a focus on career readiness and job placement for youth. This role involves collaborating closely with the Outreach Community Engagement Specialist, Case Manager, and the Activities Coordinator to ensure comprehensive support for youth. The Supervisor will oversee workforce programs, support youth in reaching career goals, and establish partnerships within the community to expand career opportunities for young participants.
ESSENTIAL FUNCTIONS:
1. Program Management and Youth Career Development:
• Design, implement, and oversee workforce development programs tailored to youth, including career counseling, skill-building workshops, and job placement services.
• Work with youth to identify career goals, create individualized career development plans, and provide guidance to help them navigate education, internships, and employment pathways.
• Establish and track performance metrics to measure program success and participant progress, ensuring youth are meeting milestones.
2. Collaboration with Outreach, Case Management, and Activities Coordination:
• Partner with the Outreach Community Engagement Specialist to promote workforce programs, develop community relationships, and facilitate youth participation in career readiness activities.
• Work alongside Case Managers to ensure youth participants receive holistic support, addressing any barriers to employment such as housing, transportation, or mental health needs.
• Collaborate with the Activities Coordinator to integrate workforce activities with engaging youth programs, including workshops, career fairs, and team-building exercises.
• Conduct regular team meetings to ensure program alignment, provide updates, and encourage a collaborative environment.
3. Community Outreach and Employer Partnerships:
• Build relationships with local employers, educational institutions, and community organizations to expand job and internship opportunities for youth participants.
• Represent Hope on the Horizon at community events, job fairs, and meetings to increase program visibility and forge new partnerships.
• Collaborate with external partners to enhance program offerings, such as specialized skills training, apprenticeships, and networking events.
4. Reporting and Compliance:
• Ensure accurate and timely data collection, tracking youth outcomes in SmartCare, and preparing reports for organizational review and external funders.
• Maintain compliance with program regulations, funding requirements, and Hope on the Horizon/Villa of Hope policies.
• Provide insights into program successes, participant needs, and impact stories.

MINIMUM QUALIFICATIONS:
• Bachelor’s degree in Workforce Development, Youth Development, Social Work, or a related field (Master’s degree preferred).
• Minimum of 2 years of experience in workforce development, youth services, or career counseling, including supervisory experience.
SPECIAL SKILLS:
• Strong organizational, leadership, and interpersonal skills, with the ability to connect with and inspire youth.
• Familiarity with local community resources and employment networks.
• Experience working with underserved or at-risk youth populations.
• Knowledge of trauma-informed practices and youth development principles.
