The Norfolk Community Services Board (NCSB) is the primary provider of public mental health, substance abuse, and intellectual disability services for the City of Norfolk. A continuum of services spans from outreach and prevention through intensive psychiatric care, provided by highly clinically oriented service professionals with expertise in these service areas.
Today, the NCSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. Essential Functions
Case Manager I: Supports case management and related services for various human services areas.
Case Manager II - III: Provides case management and related services for various human services areas.
Clinical Coordinator: Assists with the oversight and delivery of services in a defined program area. Provides clinical and/or administrative supervision to staff as assigned. Assists in program development as needed. Ensures program operations follow state and federal regulations.
Clinician: The primary duty of this position is to assess and treat patients seeking services from the NCSB. May perform assessments on individuals/groups suffering from mental illness, issues resulting from substance abuse and/or other physical or mental ailments. Makes recommendations regarding the development of treatment plans for patients, which may involve referring patients to outside services.
Community Crisis Responder II: Provide crisis and/or community stabilization related activities and services. Respond in person and/or by phone to requests for assistance with individuals experiencing behavioral health (mental health and/or addiction) crisis concerns, including persons with co-occurring health, developmental, and/or social vulnerabilities or crisis states. Serves both adults and children. Works with persons in pre-crisis, crisis, post-crisis, and stabilization points in their behavioral health condition. Services are provided in the community and in CSB facilities. Coordinates services with licensed approving staff as needed.
Counselor III: The primary responsibilities include assessment and treatment planning, the provision of substance abuse counseling and case management services.
Counselor IV: Performs a variety of assessment, treatment planning, counseling, education, service coordination, documentation and referral for persons with co-occurring substance abuse and mental health disorders in various Norfolk Community Service Board areas.
Emergency Services Counselor I: Primary objectives are to assess individuals in crisis to provide or link the individual and/or significant others with needed mental health services in the least restrictive setting, thus diverting individuals, when possible, from State Hospital care to community-based care.
Emergency Services Counselor II: Assesses individuals in crisis to provide or link the individual and/or significant others with needed mental health services in the least restrictive setting, thus diverting individuals, when possible, from State Hospital care to community-based care. Provides crisis and/or community stabilization related activities and services. Responds in person and/or by phone to requests for assistance with individuals experiencing behavioral health (mental health and/or addiction) crisis concerns, including persons with co-occurring health, developmental, and/or social vulnerabilities or crisis states. Serves both adults and children. Works with persons in pre-crisis, crisis, post-crisis, and stabilization points in their behavioral health condition. Provides consultation and clinical supervision to clinical staff as assigned, formally through structured supervision and informally through role modeling. Supervises and observes non-licensed staff complete pre-admission screening evaluations.
Program Coordinator: Planning and coordination of a program and its activities; ensuring implementation of policies and practices; providing education, training and organizational awareness of the program.
Licensed Practical Nurse: The primary responsibility is to provide general medical and psychiatric nursing services, medical screenings, obtains laboratory specimens, administration of medications, patient education, and other intra-agency functions.
Registered Nurse: The primary responsibility is to perform psychiatric nursing services such as medication administration, intramuscular and intradermal injections, evaluating patients, health screenings, electrocardiograms, medication delivery, psychiatric triage, and obtaining vital signs including height, weight, BMI, blood pressure, respiration, and heart rate. Oversee medical protocols and provide preventative healthcare education for chronic diseases.
Education/Experience
Case Manager I:
+ Bachelor's degree in a human services field, or equivalent combination of training and experience.
+ No experience required.
Case Manager II:
+ Bachelor's degree in a human services field, or equivalent combination of training and experience.
+ One year e xperience in a human services field related to the area of assignment, to include work in case management. Some assignments also require specific experience working with various types of client populations.
Case Manager III:
+ Bachelor's degree in a human services field.
+ Two years' experience in a human services field related to the areas of assignment. Some assignments may also require specific experience working with various types of client populations.
Clinical Coordinator:
+ Master's degree in a Human Services field; or an equivalent combination of training and experience.
+ Three (3) years of clinical experience in a management and/or administrative role.
Clinician:
+ Master's degree or equivalent in a human services field.
+ Two years' experience in a human services field, preferably in the treatment of mental illness or substance abuse; or an equivalent combination of education and experience.
+ VA Licensed Professional Counselor, Licensed Marriage and Family Therapist or Clinical Social Worker.
Community Crisis Counselor II:
+ Bachelor’s degree or Master’s degree in a qualified human services field.
+ Considerable experience (3 or more years) in the behavioral health field working with individuals with childhood or adult behavioral conditions, mental illness and/or addictions.
+ Strongly preferred QMHP-A; QMHP-C; and/or CSAC. Clinical licensed or license eligible staff also eligible.
Counselor III:
+ Master's degree in a human services or related field, or equivalent combination of training and experience.
+ Three years' experience, in treatment of persons with substance abuse, mental health or co-occurring disorders.
Counselor IV:
+ Master's degree in a human services field.
+ Considerable and progressive (2 years) related experience, preferably in treatment of persons with co-occurring substance abuse and mental health issues.
Emergency Services Counselor I:
+ Master’s or Doctoral Degree in counseling, psychology, social work, nursing, or a related human services field or equivalent; or a Bachelor of Science in Nursing (BSN) with five years’ experience.
+ Two years supervised experience in directly providing mental health services.
+ Must be licensed mental health care provider eligible. Licensed Professional Counselor (LPC), Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT), Licensed Clinical Psychologist (LCP), Psychiatric Nurse Practitioner or Psychiatric Clinical Nurse Specialist, Doctor of Medicine (MD)/Doctor of Osteopathic Medicine (DO) preferred.
Emergency Services Counselor II:
+ Master's or Doctoral Degree in counseling, psychology, social work, nursing, or a related human services field or equivalent ; or a Bachelor of Science in Nursing (BSN) with five years’ experience.
+ Three years of supervised experience in directly providing mental health services.
+ Must be licensed mental health care provider eligible. Licensed Professional Counselor (LPC), Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT), Licensed Clinical Psychologist (LCP), Psychiatric Nurse Practitioner or Psychiatric Clinical Nurse Specialist, Doctor of Medicine (MD)/Doctor of Osteopathic Medicine (DO) preferred.
Program Coordinator:
+ Bachelor's degree or equivalent.
+ Two years' experience.
Licensed Practical Nurse:
+ A ssociate's degree, diploma or equivalent from a college, technical, business, vocational, or correspondence school.
+ One year of experience in a medical environment performing patient care duties.
Registered Nurse:
+ Work requires broad knowledge in a general professional or technical field. Registered Nurse license with an Associate’s Degree in Nursing Science or Bachelor of Science Degree in Nursing (BSN) is required.
+ One year of experience as a Registered Nurse.
+ Must hold current unrestricted licensure to practice as a Registered Nurse in the Commonwealth of Virginia or licensed in one of the Nurse Licensure Compact States.

+ Must be certified or certifiable in Basic First Aid and CPR depending on assignment.

Signing Bonus: Only Permanent Full-time positions are eligible for a one-time $5,000 signing bonus.
+ Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

+ Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
+ The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply.
