UNIVERSAL Technologies is seeking an Emergency Communications Engineer for a long-term on-site position in Brooklyn, NY. Applicants must be prepared for full-time on-site work.

MANDATORY SKILLS/EXPERIENCE:

Applicants who do not meet these requirements will not be considered.

+ Minimum 8 years of experience working in a data center or in the field supporting related work.

+ At least 4 years of experience in network support and LAN/WAN troubleshooting.

+ 4+ years of experience with communications routing, transport, and delivery (Wireline, Wireless, and VoIP).

+ 4+ years of experience using documentation tools such as MS Excel, MS Visio, and MS Word.

+ Working knowledge of networking hardware and topologies.

+ Familiarity with telecommunication cabling standards and ability to pull and terminate cabling in various environments.

+ Knowledge of computing systems and hardware.

+ Experience with LEC circuit termination and activation.

+ Ability to perform physical work related to the job.

+ Ability to follow detailed technical documentation and procedures.

+ Willingness to travel within the NYC region as needed.

+ Availability for on-call, after-hours, and weekend work as required.

DESIRABLE SKILLS/EXPERIENCE:

+ Bachelor's degree in Computer Science or a related field.

+ Excellent oral, written, and presentation skills with the ability to communicate clearly and effectively.

+ Experience with emergency communications infrastructure, systems, and technologies.

+ Knowledge of E911 systems, including call routing, selective routing, and location-based routing.

+ Familiarity with DMS and ACD systems.

+ Understanding of ANI/ALI services and 911 Call Handling Systems.

+ Experience with land-mobile-radio systems, including P25 conventional and trunked networks.

+ Knowledge of NG9-1-1 ESInet call routing.

+ Experience with SMS, RTT, TCC routing, and SMS aggregation.

+ Familiarity with GIS and location-based identification systems.

SCOPE OF SERVICES:

+ Provide oversight of vendors supporting emergency communications, telecommunications services, and infrastructure.

+ Coordinate with 911 Originating Service Providers, neighboring jurisdictions, and Emergency Communications Relay Centers.

+ Deploy and support emergency communications network infrastructure, including equipment racking and cabling.

+ Configure and test network infrastructure used for emergency communications.

+ Provide technical support for E911, NG911, and related telephony and telecommunications systems.

+ Support Text-to-911 (TT911) services, including SMS, MMS, and RTT technologies.

+ Provide oversight and support for vendor-managed ESInet services and systems.

+ Support public safety unified communications systems and services.

+ Troubleshoot and support all emergency communications, including point-to-point, alarm relays, automated inbound relays, telematics, and third-party systems.

+ Triage and resolve infrastructure and communication incidents, determine root causes, and recommend remediation.

+ Support and validate test environments and test cases in the 911 lab.

+ Manage emergency communication technology assets.
